FACILITIES ENGINEERING/MAINTENANCE: The General Services Administration
(GSA), Mid -- Atlantic Region, requires Facilities
Engineering/Maintenance at the following buildings: Richmond Federal
Building, Lewis F. Powell, Jr. U. S. Courthouse and U. S. Courthouse
Annex in Richmond, Virginia; Norfolk Federal Building, Hoffman
Courthouse, and U. S. Customshouse in Norfolk, Virginia, (collectively
known as "the buildings"), encompasses approximately 1.4 million
Square Feet in total. The services require the contractor to
incorporate "systems thinking" into the maintenance, repair, renovation
and engineering operations of these buildings. The contract will
integrate all aspects of the mechanical and elevator maintenance
program in conjunction with tenant satisfaction, energy conservation
and building air quality issues. The contractor must be able to
evaluate the impact of building renovation projects on existing
building systems and work environment. Existing experience on projects
of similar scope and complexity is required of both the firm and its
proposed on-site project manager. Offerors must demonstrate the ability
to perform all required services through the combination of in house
staff or qualified subcontractors. It is the intent of the Government
to award the contract with a base period of one year with multiple year
options. Award will be made on the basis of the Greatest Value Source
Selection concept. The SIC code is 8744. The estimated cost of this
project is between $500,000 and $1,000,000. This procurement is
unrestricted for full and open competition based on the provisions
outlined in Sections I and L of the solicitation. The solicitation for
this requirement is expected to be issued on or about March 20, 2000.

Time. A Pre-Proposal Conference will be held on April 11, 2000, 10:00
