The Naval Air Systems Command Headquarters (NAVAIR) has a requirement and intends to issue a modification under contract N00019-99-C-1127 with Lockheed Martin Aeronautical Systems (LMAS), 86 South Cobb Drive, Marietta, GA 30063 to add support of seven S-3 Integrated Maintenance Concept (IMC) prototype aircraft. The purpose of this effort is to verify the IMC scope, content and task sequencing, as well as collect and analyze data with regard to cost, workload/manning levels and material requirements and availability. Under the proposed effort, the contractor will: 1) provide labor and material in support of Depot functions outlined in NAVAIR 01-S3IMC-6-4 for both inspection and repair of the prototype aircraft; 2) document and deliver to the Navy corrected man-hour and skill requirements, a list of consumables expended, and the efficacy/availability of Depot level support equipment; 3) utilize material available through Normal Navy Supply Channels to the greatest extent possible; 4) input Depot data into NALCOMIS and; 5) demonstrate the ability to complete the entire phase in 48 days or less. This action will be negotiated on a sole source basis with LMAS under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements), as LMAS is the original equipment manufacturer (OEM) and sole integrator of the S-3A Weapon System, the Weapon System Improvement Program (S-3B), and the ES-3A Modification Program, and is the only company which has access to the data necessary to provide the required maintenance, engineering and logistics support services.
