synopsis@phil.fisc.navy.mil. The Fleet and Industrial Supply Center
(FISC) Norfolk Detachment Philadelphia intends to acquire through other
than full and open competition, on a Sole Source basis with Lockheed
Martin Aeronautical Systems Support Group of Marietta, GA, Contractor
Engineering Technical Services (CETS). The statutory authority
permitting other than full and open competition is 10 U.S.C. 2304(c)(1)
as implemented by FAR 6.302-1. This is a requirement for an estimated
684 man months of CETS to various Fleet and shore activities for the
purpose of informing, instructing, training and maintenance to Navy
personnel in the installation, operation, maintenance and logistic
support of C-130, S3 and P3 aircraft. The applicable period of
performance is 1 January 2001 through 31 December 2001 with two-one
year option periods. This effort will be covered by a new contract
and/or modification of the existing contract. This procurement covers
the minimum needs for the relevant period. Lockheed Martin Aeronautical
Systems Support Group is the Original Equipment Manufacturer(OEM) and
the only known source possessing the available requisite data and
specific technical support knowledgeable of this equipment. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent in not a request
for competitive proposals, however, information received within
forty-five (45) days of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete
this proposed contract based upon response to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for purposes of determining whether to
conduct a competitive procurement. The Government will not pay for
