The Defense Finance and Accounting Service (DFAS) Acquisition Support Organization has a requirement for DFAS-HQ Finance Directorate to support the current Electronic Document Management (EDM) production systems and future efforts to integrate Electronic Document Technology (EDT) and Electronic Business (EB) into DFAS business processes. The technical support services to be provided include operations and maintenance of the current Contract Pay and Vendor Pay systems, system improvements on hardware and software, traininig, and development of new initiatives. The systems are located in Columbus, Ohio, Omaha, Nebraska, Indianapolis, Indiana, and Charleston, South Carolina. This requirement focuses on imaging, workflow, and electronic foldering/storage of large volumes of contract pay and vendor pay documents. Initiatives may include imaging, web-based, or other electronic commerce applications in support of these or other DFAS business areas. The estimated level of effort for the area of operations and maintenance of the current systems -- 53,000 hours annually, and for the area system improvements to include training and new initiatives -- 49,000 hours annually, for a total estimated level of effort of 120,000 hours annually. This procurement will be a Firm-Fixed-Price/Cost Plus Fixed-Fee contract for a base year, four one-year options, plus an option to extend the contract for six months.
