Estate Broker Services. Sic Code 6531. Solicitation No. GS
-07P-00-HHD-5032, The General Services Administration (GSA) proposes to
award up to two (2) separate contracts for real estate broker services.
The geographic area for each contract are the states of: Texas,
Arkansas, Louisiana, Oklahoma, and New Mexico. Awardees must be
licensed in all five of the above referenced states no later than 60
days after an award is made. Security clearances may be required prior
to starting work. The estimated contract values range from a minimum
guarantee of $200.00 up to a maximum ordering limitation of $1,000,000
per year, per contract. The base period of performance for this
procurement is two (2) years with the Government having cancellation
rights after the first year. There will also be three (3) one-year
option periods. This procurement is being set-aside for small
businesses only. The requirements will be procured utilizing
negotiated, source selection procedures. Award will be made to the
offeror(s) whose proposals represents the "Greatest Value" to the
Government, based on price and the technical factors stated in the
solicitation. The Government may or may not award without holding
discussions. The Government reserves the right to conduct discussions
if the Contracting Officer later determines them to be necessary. The
number of offerors included in the competitive range may be limited to
the greatest number that will permit efficient competition among the
most highly rated proposals. Offerors will not be reimbursed for
submittal expenses. Solicitation issue date is on or about March 27,
2000. Proposals will be due on or about April 27, 2000. A pre-proposal
conference will be held, location, time and place will be listed in
the solicitation. Evaluation of technical factors will be accomplished
by the Government's critical analysis of each contractor's proposal.
Technical Evaluation Factors in descending order of importance are:
1)Experience and Past Performance: Offerors are required to submit a
narrative description of five (5) transactions, performed within the
last five (5) years, which demonstrates the offer's ability to
successfully perform the work required. For each specific transaction,
the offeror shall provide the name, address and telephone number of
the client for whom the transaction was performed; names, addresses and
phone number of building owners and/or occupants which are applicable
to the transaction; dates of offeror performance of work for the
transaction. In addition, the narrative description for each specific
transaction shall describe the work performed, and shall explain how
the offeror's client's needs were met in terms of space and/or service
delivery, timeliness of service, and cost to the client, including any
cost savings achieved. Submission of information other than that
specifically required above, including general client information is
unacceptable and will not be evaluated. If an offeror fails to provide
all of the information specifically required above for a specific
transaction, that transaction may not be considered for purposes of
evaluation. In addition, the government will not considered more than
five specific transactions for purposes of evaluation. Therefore, for
offerors who submit more than five projects, only the first five listed
transactions will be considered. With regards to experience, at a
minimum the offeror shall have five (5) years experience in providing
Real Estate Services similar to those required. This requirement is met
when the transaction data submitted demonstrates the offeror has
performed the majority of the following specific service disciplines:
Requirements development, market analysis, market surveys, successful
negotiations of leases, contract preparation, space preparation,
contract/lease administration, including conflict resolution, lease
alterations, real estate tax appeals, operating expense audits/studies,
renegotiating existing leases, successful subleasingof vacant space.
The offeror's description of a specific transaction should also
indicate which of the following major service areas (or combination
thereof) were applicable to the transaction: acquisition and delivery
of lease space for small (less than 10,000 square feet) requirements;
acquisition and delivery of lease space for large (greater than 10,000
square feet) requirements; acquisition and delivery of lease space in
major markets (for purposes of evaluation, major markets are those
identified in the solicitation); acquisition and delivery of lease
space in non-major markets; performance of lease administration
services (for purposes of evaluation, this means offeror's performance
of post award services, lease alterations, succeeding leases, lease
extensions, real estate tax adjustments, operating cost escalations,
real estate tax appeals, or renegotiation of existing lease, or any
combination thereof). With regards to past performance, GSA will
contact references provided by offerors to a specific transaction to
solicit assessments as to the quality of services that were provided
for that specific transaction. It is the responsibility of the offeror
to ensure that the references provided are available to be contacted
by GSA. If, after repeated attempts, GSA is unable to contact a
reference provided by the offeror, the specific transaction related to
the reference may be excluded from evaluation. In addition, offerors
are advised that the Government may obtain past performance information
relating to a specific transaction from other resources. 2)
Organizational Approach: At a minimum the offerors should submit a
management plan describing how they proposed to accomplish the work
required. For purposes of evaluation, the Government will evaluate an
offeror's management plan in accordance with the following criteria:
The offeror shall identify all key personnel of the organization by
position, title, and name, including consultants and their proposed
positions. The offeror shall describe the functional
duties/responsibilities of each of the key personnel and how these
personnel will contribute to the timely delivery of services as
required by the RFP. The offeror shall also describe how personnel will
be asigned to task orders. The offeror shall identify all
subcontractors proposed for use under the contract and the duties,
which such subcontractors are proposed to perform. The offeror shall
submit complete resumes for proposed subcontractors or otherwise
describe the qualifications of proposed subcontractors to perform the
work proposed. The RFP will require that all subcontractors performing
as key personnel must have the same experience and qualifications
required of the prime contractor's key personnel. If the offeror is
proposing as a joint venture, the offeror will be required to provide
a copy of the joint venture agreement. If the joint venture has worked
together in the past, the offeror shall describe the work performed by
each joint venture. If the joint venture has not worked together in the
past, the members of the joint venture will be required to discuss
prior individual experience, any past joint venture experience,
including which firm was the lead firm, and how the individual firms
propose to work together as a joint venture. The offeror shall identify
the locations of its offices to be serviced as well as those of its
subcontractors, and describe how work will be allocated, coordinated
and performed among such offices. Each RFP may require that offerors
maintain offices in certain cities based on anticipated workloads. The
offeror's management plan should demonstrate the offeror's ability
effectively to service both major and non-major markets. All documents
related to this procurement will be available via the Internet only.
No hard copies will be made available. All contractors are responsible
for downloading their own copy of all documents, including the
solicitation and any amendments, if any. These documents will be in
.pdf format and will reside on the World Wide Web (WWW) server, which
may be assessed using a WWW browser application. The WWW address of the
General Services Administration page is http://www.eps.gov. It is the
contractor's responsibility to monitor this site for the release of any
information or documents including the solicitation, and any special
notices or amendments pertaining to this procurement. There is also a
