only. There is NO solicitation for any action at this time. This
synopsis is issued for the sole purpose of the 30th Contracting
Squadron to conduct Market Research in accordance with FAR Part 10.
This effort is to seek qualified sources capable of providing Aerospace
Support Services. The contemplated contract would be a consolidation of
current contracts for unconventional fuels, PMEL, TAM, and AGE at
Vandenberg AFB CA. Statement of Need follows giving a brief description
of the services sought. The SIC code is 8711 with a $20M size standard.
We are particularly interested in maximizing participation from small
businesses. We request respondents capable of performing this effort to
furnish a capability statement of no more than 10 pages no later than
1600 hours PDT 21 March 2000. Please include company name, address,
telephone number, point of contact with e-mail address, business size,
DUNS number, CCR Registration number, Federal CAGE code, general
description of the company, how long in business and description of
similar contracts with the government and/or commercial customers
(include points of contact, contract numbers, value, and contract
type). Please note _ ALL contractors doing business with the federal
government MUST be registered with CCR. Additionally, each submitter
must provide a detailed response to the following seven questions,
documenting your responses with factual material. Request respondents
limit these answers to a total of no more than 15 pages. 1) Do you have
the technical and financial capability to provide personnel, equipment
and materials to perform all requirements in the Statement of Need? 2)
Do you employ personnel who are familiar with military flightline
operations? 3) Is your company prepared to be liable, when negligent,
for environmental and safety mishaps? 4) Has your firm ever had a
pre-award check accomplished by DCAA on the adequacy of your accounting
system? If so, identify cognizant DCAA office & POC. 5) Provide comment
regarding perceived benefits to the Government by consolidating the
aforementioned services into one contract. 6) Discuss your use of
Earned Value Management System (EVMS) MIL-HDBK-881, Work Breakdown
Structure (WBS), and Cost/Schedule Status Report (C/SSR). 7) Discuss
your corporate Quality Control Program. STATEMENT OF NEED GENERAL
SCOPE: The scope of the proposed effort includes tasks associated with
providing consolidated Aerospace Support Services for the 30th Space
Wing (30 SW), Vandenberg AFB, CA. This capability supports operational
programs to include Expeditionary Aerospace Force (EAF), United States
space lift programs, airfield operations and future aerospace plane
activities. Mission support of test aircraft/aerospace platforms from
United States or foreign Government agencies, Military, individual
Corporate, or civilian Contractor. All authorized mission and program
support requirements for operations utilizing Western Range, Major
Range Test Facility Base (MRTFB) support and Commercial
Spaceactivities. Scope of Work: This function implements an integrated
Program Management/ Administration approach to provide Operations,
Maintenance and Support Services capability for: Unconventional
Propellants (UP), Precision Measurement Equipment Laboratory (PMEL),
Transient Aircraft Maintenance (TAM), Aerospace Ground Equipment
Maintenance (AGE), Aerospace Maintenance Operations Control (AMOC)
facilitates maintenance. Emergency and Special Event Services (ESES):
Fleet Management/Maintenance of all vehicles under the control of the
contractor. (Fleet Mgmt) UNCONVENTIONAL PROPELLANTS (UP): The basic UP
effort is for managing and handling, maintenance and storage of
unconventional propellants, pneumatic and cryogenic commodities and the
Protective Equipment Maintenance Operation (PEMO), including SCAPE
suits and air packs, in support of missile and space booster satellite
launch programs, including commercial launches. Provide technical;
engineering; and training support services Hazardous Operations Support
(HOS) Missile movements and hazardous payload support is also included.
PMEL: Operation and Maintenance of Air Force Type IIC Precision
Measurement Equipment Laboratory (PMEL) Services. The basic contractual
effort is to provide between 17,000 and 21,000 Customer Units of PMEL
services annually for 30th Space Wing units, tenants, subscribing
contractors, and other off base entities under service regionalization
agreements currently being developed. TAM: The contractual effort is
to perform Transient Aircraft Maintenance (TAM) services for the 30th
Space Wing. Transient and mission support aircraft arrival, processing
and departure services; minor maintenance and direct program
logistical support including interface with commercial space lift
Contractors. AGE: Aerospace Ground Equipment (AGE) maintenance and
logistical support for the 30 Space Wing and tenant organizations.
AMOC: Aerospace Maintenance Operations Control (AMOC). This will be
provided through the development of a core activity (control center)
that will be responsive to customer support requirements. Provide the
interface and coordination (Plans and scheduling) with 30 Space Wing
organizations and commercial customers necessary to ensure requirements
are accomplished in a positive and timely manor. As the Single Point of
Contact (SPOC) the AMOC will provide the synergy necessary for quick
reaction resolution of any problems that could adversely effect mission
support capability. This would be done through the support of the
functional elements mentioned above. ESES: Emergency and Special Event
Services (ESES) Mobility requirements, Exercise Support, Open Houses,
Air Shows, etc. Fleet Management/Maintenance: Management and
maintenance of all vehicles, tractors and trailers, contractor leased
or Government Furnished Property/Equipment (GFP/E) placed under the
control of the contractor. This will include Special Purpose vehicles
used for aircraft towing, _follow me_ trucks, and general purpose for
AGE support. (3) RC 15 Re-chargers; (4) R 17 fuel transports; (4) R16
oxidizer transports; (2) R6 Re-chargers; (7) A4A tankers; (26) A17/MH1
tube banks. Maintenance will be done in accordance with AFM 24-309 /
AFI 124-301 and AFMAN 24-307 / AFI 24-303. Note Well: It is the
responsibility of all potential offerors to monitor these sites for
release of any future synopses or solicitations. This RFI is not a
commercial solicitation per FAR Part 12. The Government will NOT pay
for any costs associated with providing this information. The
Government reserves the right to consider a small business, 8(a) or any
other set aside arrangement as deemed appropriate for this contemplated
procurement. To be eligible for any future contract, prospective
concerns must be registered in the Department of Defense Central
Contractor Registration (CCR), and must accept payment via Electronic
