The Defense Cooperation Attach in the USA (ODCA) acting for and on behalf of the French Government is the official Procurement entity of the French Ministry of Defense on the US continental soil. The ODCA is soliciting proposals on a full and open competitive basis from qualified organizations to award several BOA for the procurement of spare parts to support French Defense Programs in the Aeronautics, Army, Navy, Ammunitions & Chemicals and C4I fields. A formal solicitation will not be issued. The following information constitutes the solicitation. This is a combined SYNOPSIS/SOLICITATION. Firms responding to this solicitation before the closing date will be considered for selection, subject to any limitations with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, several firms that are considered to be the most highly qualified to provide the type of services required, will received a contract proposal from ODCA that will then be directly negotiated and discussed with ODCA representatives. Contract will be in English language and American law shall apply. Information submitted should be pertinent in the procurement area under consideration on the following qualifications and should include: 1) professional capabilities in terms of know-how, personnel qualification, facilities; Applicant company shall specify to ODCA its products line range as well as covered fields of application [A) Aeronautics, B) Naval, C) Army, D) Ammunitions & Chemicals E) C4I Equipment ]. Also, please note that the ODCA requires as part of the administration of contract the ability to communicate at least via facsimile or e-mail in French language or to have a way of representation on the French territory. 2) Specialized experience and technical competence especially regarding quality requirements and parts conformity. 3) References regarding past performance with respect to quality of work and compliance performance schedule. 4) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
