COMMERCE BUSINESS DAILY ISSUE OF MARCH 7,2000 PSA#2551ZERO FOOTPRINT CAMP The USAMC Acquisition Center, Natick Contract
Division, in support of the U.S. Army Soldier and Biological Chemical
Command (USA SBCCOM), intends to conduct negotiations and award a
contract to Hughes Associates Inc. (HAI) on the basis of other than
full and open competition in accordance with Federal Acquisition
Regulation part 6.302-1. The period of performance is one year. The
services to be procured are for the analysis of preliminary performance
requirements for waste to energy conversion and composting equipment
proposed for a Zero Footprint Camp; a marketing analysis to identify
commercial entities with potential technologies for waste to energy
conversion; and, a trade review/cost analysis of the most promising
technologies for water and solid waste treatment and conversion
processes. The contractor possesses the unique technical and
engineering expertise to fully analyze the existing technologies and
the capabilities of that technology in providing a zero footprint. This
is a follow-on effort for work, which HAI had originally developed.
Additionally, HAI employees retired military personnel with extensive
capabilities, experience and understanding of the requirements and
necessity of this effort, the mission scenarios, as well as equipment
and instrumentation to accomplish the mission. These uniquely qualified
personnel coupled with the existing equipment and instrumentation
result in significant cost savings and eliminates any duplication
costs. HAI has developed the original concept for unifying 4 discrete
programmatic and system engineering approaches and is the only known
source that can resolve the remaining program issues within the
required schedule. Interested parties may identify their interest and
capability to respond to the requirement (i.e., a thorough
understanding of the Zero Footprint Camp Program). This notice of
intent is not a request for competitive proposals. However, all
responses received within 14 days after the date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. The
timeframe for this notice is reduced from 45 days to 14 days. THIS IS
NOT A REQUEST FOR PROPOSAL. No solicitation document exists. See note
