The USPFO for Florida is interested in working with a contractor to produce, publish and mail three issues of the Florida Guardsman Newspaper prior to fiscal year ending 30 September 2000. This procurement will result in a firm fixed price, single award with options to extend for two additional years. The contractor will provide all personnel, equipment, labor, tools, materials, supervision and support equipment (includes all computer equipment and communication devices) to perform all services related to the composing, printing and distribution of the newspaper. The Florida Guardsman is a four-color tabloid newspaper (minimum size: 11" by 17", folds to 8.5" by 11') printed on quality "white" paper. Thc Guardsman does not use standard newsprint. The paper consists of 12 editorial pages, with pages 1, 2, 5, 6, 7, 8, 11, and 12 printed in four-color. Pages 3, 4, 9, and 10 are black ink only. Page 12 will contain the mailer, bulk rate permit indicia and other administrative information. Press run for the newspaper is 15,400 copies mailed to Florida Guardsman, retired members and other interested organizations. The Federal Government will provide postage for a bulk rate permit. The Florida National Guard Public Affairs Office (FNG PAO) will provide a mailing list, which will be updated twice a year. The mailing list will be provided to the vendor electronically or on disk. The contractor will monitor mailing address accuracy and inform the FNG PAO of all incorrect addresses. The contractor shall possess the capability to use electronically transmitted digital photographs as well as standard 4x6-inch, 5x7-inch, and 8xl0-inch color photographs. The vendor shall possess the capability to use electronically transmitted photographs, artwork, graphics in commonly used formats (i.e., .bmp, .jpg, .tif, and .psd). The vendor shall provide a selection of 120 software-based type fonts (ranging in size from 8 point to 120 point) to be considered for text and headline type, as well as for display art, graphics and other specialty graphics. The Standard Industry Code (SIC) for this procurement is 2711 and the North American Industry Classification System (NAICS) is 51111. This procurement is a small business set aside. The small business size standard is 500 or less employees. This Invitation for Bid (IFB) will be issued on or about March 13, 2000. Bid opening on or about April 27, 2000.
