NASA/JSC plans to issue a Request for Quotation (RFQ) electronic
full-text military and industry standards to support the daily
activities of the Space Shuttle, Space Station, ISO 9000, and other
programs. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/JSC intends to subscribe to this
electronic database from Information Handling Services (IHS),
Englewood, CO. With standards frequently revised and updated, access to
the most current versions of standards is essential. The cost of labor
and effort in procuring standards on an individual basis is
prohibitive, given their volume of use at JSC. The comprehensive
collections offered by ISH are well-maintained, updated regularly and
designed for engieers and other end-users to perform their own search
and retrieval activities, which reduces the added cost of an
intermediary to locate, order, and process individual acquisition
requests. IHS is the only vendor that currently has the capability to
provide web-based, simultaneous-user access to all of the full-text
military and industry standards required for use by Johnson Space
Center employees. A Justification for Other than Full and Open
Competition stating a unique source (FAR 6.302-1) is being prepared.
The Government intends to acquire a commercial item using FAR Part 12.
Interested firms may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on March 8, 2000. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government to not compete this proposed
effort on a full and open competitive basis, based upon responses to
this notice is solely within the discretion of the Government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
