to issue an IFB for Replacement of Electrical Equipment at Facilities
1237A, 1244, 1256, 1262, and 1267. The Work to be performed includes,
but is not limited to the following: a. Reading and recording data on
watthour meter numbers 194, 195, 219, 226, and 227. b. Disconnecting
the primary and secondary feeders, equipment, grounds, heaters, and
controls from the electrical equipment that is to be replaced. c.
Transporting and disposing of removed equipment as defined in Section
01011. d. Building 1237A -- Retrofitting even (7) existing air circuit
breakers and providing new electronic overloads for each circuit
breaker. e. Building 1244 -- Retrofitting nine (9) existing air circuit
breakers and providing new electronic overloads for each circuit
breaker. f. Building 1256 -- Removing existing 500 kVA, 480 volt unit
substation "P" and furnishing and installing new 480 volt unit
substation "P" including air-filled primary switch No. 4246, 500 kVA
fluid-filled transformer, secondary switchgear, secondary circuit
breakers, and metering system. The PCB content in the oil of the
existing transformer is less than 5 parts per million (PPM). h.
Building 1262 -- Removing existing 150 kVA, 480 volt unit substation
and furnishing and installing new 480 volt unit substation including
air-filled primary switch No. 4270, 225 kVA fluid-filled transformer,
secondary distribution panelboard, secondary circuit breakers, and
metering system. The PCB content in the oil of the existing transformer
is not detectable. i. Building 1262 -- Removing existing 150 kVA, 208
volt unit substation and furnishing and installing new 208 volt unit
substation including air-filled primary switch No. 4242, 150 kVA
fluid-filled transformer, secondary main circuit breaker, and metering
system. The PCB content in the oil of the existing transformer is not
detectable. j. Building 1267 -- Removing two 500 kVA, 480 volt unit
substations "A7" and "A8" and one 750 kVA unit substation "A4" and
furnishing and installing new 480 volt unit substation "A4" including
air-filled primary switch No. 3092, 1000 kVA fluid-filled transformer,
three sets of secondary switchgear, secondary, circuit breakers, and
metering system. The PCB content in the oil of the existing
transformers is less than 5 PPM. k. Reconnecting primary and secondary
feeders to the switchgear, installing metering circuits, telephone
circuits, heater circuits, and 120 volt utility circuits. l. Installing
the grounding conductors from the new equipment to the substation
grounding grid. m. Performing the field checks and tests on new
equipment. n. Energizing the substations and verifying the voltage and
phase rotation. o. Removing all debris from site. The Contractor shall
verify all dimensions before preparing equipment submittals. The new
equipment shall be designed and manufactured to fit in the existing
space shown on the contract drawings taking into account the location
of existing conduit, feeders, and adjacent equipment. Clearances around
equipment shall be maintained as required by NFPA 70. The order of
magnitude for the procurement is between $500,000 and $1,000,000 and
the effort shall be completed within 240 calendar days after notice to
proceed. This procurement is full and open competition and part of the
Small Business Competitiveness Demonstration Program. The SIC Code and
small business size standard for this procurement are 1629 and
$17,000,000 respectively. The anticipated release date of the IFB is on
or about March 18, 2000 with an anticipated offer closing date of on or
about April 17, 2000. The firm date for receipt of bids or offers will
be stated in the IFB. Drawings will be available from the Bid
Distribution Office 757-864-2547. All QUALIFIED responsible sources may
submit a bid which shall be considered by the agency. An ombudsman has
been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement [with the exception of the
drawings] will be available over the Internet. These documents will be
in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The Internet site, or URL,

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor the Internet
site for the release of the solicitation and amendments (if any) and
the specifications. Potential offerors will be responsible downloading
their own copy of the solicitation and amendments (if any) and the
specification. Hard copies of drawings may be obtained from the Bid
Distribution office; however, the closing date for the hard copy
received shall be the same as the solicitation, inclusive of any
