"The Joint Ejection Seat Program Office is looking for viable
manufacturers to participate in a program to bring escape (ejection
seat) systems to a new common standard to fulfill joint Air Force and
Navy requirements for current and future aircraft. The objectives of
this program are: Improve aircrew safety Increase the US ejection seat
industrial base Fulfill international cooperation agreements Provide
an ejection seat to be competitive for the F-15, F- 16, F-18E/F, F-22,
the Joint Strike Fighter (JSF), T-38, and the T-45. To be considered
a viable candidate, the prime ejection seat contractor or contractor
team (joint venture) shall meet all these viability criteria: Have
designed, qualified, manufactured, operationally fielded, and sustained
an ejection seat within the last 10 years. Currently have design
cognizance of an operational ejection seat system and a configuration
control management system. Have an accounting system that is adequate
for determining costs applicable to a contract. Have an existing
ejection seat manufacturing and logistics support capability.
Demonstrate an understanding of requirements as outlined in the System
Requirements Document (SRD). The draft system requirements document is
available electronically at the Preaward Information eXchange System
(PIXS), http://www.pixs.wpafb.af.mil/. Manufactures should understand
this is a draft version, which is a work in progress and will be
updated periodically. Revised versions will be posted electronically as
they are available on PIXS. The date for the Joint Ejection Seat
Program Town Hall meeting is 13 March 2000. Details on the Town Hall
and on the registration process may be found on the Preaward
Information eXchange System (PIXS), http://www.pixs.wpafb.af.mil/. It
is highly recommended that a company attend the Town Hall meeting prior
to determining whether to respond to the Commerce Business Daily
Sources Sought Synopsis. Registration for the Town Hall Meeting has
been extended to 8 Mar 00. If you wish to register for the Town Hall

Please specify whether the attendees are U.S. citizens. These sessions
will be conducted after the town hall is completed. Parties, which
participate in a one on one session, shall provide the Government with
copies of any materials presented. Interested manufacturers shall
submit to the program office general information to include as a
minimum: Company name, business size (small or large) and a point of
contact (name, phone number, fax and e-mail address). In addition,
manufacturers shall submit previous contract numbers and brief
description of program, marketing literature, previous statements of
work to document previous performance, description of manufacturing
capability, description of accounting system, and a synopsis (not to
exceed 10 pages) of the contractor's understanding of the draft SRD; in
order to demonstrate the manufacture's current ability to meet the
viability criteria listed above. Contractor format is acceptable.
Manufacturers shall submit three hard copies and a PDF file of their
information to the program office address listed above not later than
1600 on 20 Mar 00. The Government shall use a combination of the
information submitted, past performance, audits, site visits, response
to Government's request for information, and oral presentations, if
necessary, to validate viability. If site visits are determined to be
necessary, the Government shall contact the manufacture's point of
contact to arrange an appropriate date. It is the manufactures'
responsibility to check the PIXS site for up to date information on
this process. Your participation is encouraged because the government
intends to establish viability for subsequent effort based on your
response; nonetheless, your participation is voluntary and the
Government is neither negotiating nor calling for offers during this
process. Any cost incurred in responding to this request will not be
paid by the Government. An Ombudsman has been established for this
acquisition. The purpose of the Ombudsman is to receive and communicate
serious concerns relative to this effort. The Ombudsman does not
diminish the authority of the Program Director or of the Contracting
Officer, but communicates the concerns, issues, disagreements, and
recommendations of their sources to the appropriate Government
personnel. Interested candidates should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. When requested, the Ombudsman will
maintain strict confidentiality as to the identity of his/her source of
