NASA/JSC plans to issue a Request for Offer (RFO) for the acquisition of air craft support of performing Low Velocity Air Drop (LVAD) testing for the development of the parachute system of the Space Station Emergency Crew Return Vehicle (X-38) Project. The aircraft shall provide cargo handling, communications, and GPS capabilities to support the testing. The test program will cover a period of performance from April, 2000 through September, 2000. This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 12. The SIC code and the small business size standard for this procurement are respectively 8711/$2.5 million. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-15. The DPAS rating for this procurement is DO-C9 . All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about March 8, 2000, with an anticipated offer due March 17, 2000. An ombudsman has been appointed -- See Internet Note "B".
