(SMC) NAVSTAR Global Positioning System Office intends to procure
system design, development, production and testing activity associated
with modifying up to 12 modernized Block IIR Global Positioning (GPS)
satellites. The modernized vehicles will include the addition of a
second civil signal on the L2 chain at a minimum power level of
(-156.7dBW) as well as a new earth coverage military signal at
(-158dBW). The anticipated award date is second quarter CY 2000 with
first unit to be delivered on or about May 2002. Lockheed Martin
Missiles and Space (LMMS) is the developer of the GPS Block IIR
Satellites and has proprietary rights to the spacecraft design data.
While Lockheed Martin is the only known company capable of providing
subject requirement, all interested parties are invited to submit a
written Statement of Capability (SOC). Interested parties must have
knowledge of the GPS Block IIR satellite design and be capable of
completing all modifications. Interested parties must have adequate
facilities and test equipment capable of receiving, storing, handling,
and modifying the GPS Block IIR satellites. Furthermore the offeror
must be cleared to handle government equipment and information up to,
and including, Top Secret -- SCI. All SOCs should be received within
fifteen (15) days from the date of publication and should include the
following information: a technical description of the offeror's
experience and knowledge of the GPS Block IIR Satellite, description of
facilities and test equipment intended for use in the modification,
proof of security clearances for government evaluation, and the
