SPAWAR PMW 163-2 seeks information on CDL-N (formerly known as Common High Bandwidth Data Link (CHBDL)) by 5/30/2000 (RSVP 23 Mar 00 if face to face mtg. requested). The purpose of this Request for Information (RFI) is to solicit information that may be used for a future procurement of the Common Data Link -- Navy (CDL-N) system. This RFI addresses the feasibility of procuring a CDL-N system that will support replacing the functionality of current Modular Interoperable Surface Terminal (MIST) based systems. A comprehensive response to this RFI which will enable us to construct a future path for the acquisition of CDL systems that will support simultaneous Dual Band (X and Ku) Full duplex CDL operations. SPAWAR intends to move forward with a competitive procurement if it is determined that a feasible solution in cost, technical performance and schedule can be achieved. It is requested that you notify us of factors in our requirement that would prevent you from being a viable competitor. Our goal is to procure a modular and fully CDL compliant system that is backward compatible with currently deployed Navy CDL systems but also incorporates new technologies and functionalities which are called out in the current versions of the CDL Specification and CDL Roadmap. The target delivery date for a fully operational CDL-N system is March 2002. The CDL-N system should be capable of migrating to a future Phased Array Antenna. This Request for Information (RFI) is a means to construct a future solicitation to fulfill an existing system need. Suppliers should make every effort to respond to all or part of this RFI, as the government intends to utilize information provided for both current as well as future system requirements. A. Minimum. Current CDL-N system capabilities and backward compatibility are the minimum expected of a deliverable system. Developed future systems must comply with CDL interoperability specifications, be backward compatible with existing Navy CDL systems, meet Department of Defense (DoD) Joint Technical Architecture, (JTA) and Defense Information Infrastructure Common Operating Environment (DII-COE) requirements. B. Objective System Description The CDL-N Program Office, PMW 163 has identified several obstacles that must be addressed as the CDL-N system matures. These obstacles include: frequency congestion and interference to in-band users as multiple Airborne ISR (AISR) platforms operate within a theater, migrating CDL interoperability/specification requirements and limited funds to upgrade currently deployed systems. In order to address these concerns, the Navy is searching for new technologies to insert in existing systems and/or a new smaller and more capable CDL-N system which incorporates new technologies to meet the future CDL requirements. An upgraded and/or new CDL-N system will include one or more of the following capabilities/enhancements. Redesigned and/or replacement hardware/software will be backward compatible with Legacy CDL systems. The exact standards for each facet of the CDL waveform requirements are documented in the CDL Class I Specification under the control of the CDL Program Office. Future CDL migration plans are documented in the CDL Roadmap (Draft #2.1). Both are controlled documents and distribution is restricted. Requests for these documents as well as the current CDL-N system specification can be submitted through Eric Campbell, PMW 163-2C. REQUESTED INFORMATION 1. Schedule and Resources To meet current program milestones and commitments, the target delivery date for a fully operational CDL-N system is March 2002. Interested Parties should identify key milestones and interim deliveries (as applicable) to facilitate shipboard integration. If March 2002 represents significant schedule risk, present the schedule that is representative of a low risk program. Please also identify key resources and facility (manufacturing, integration and test) requirements for the execution of the effort and provide a top-level schedule of development, as necessary. For scheduling and planning purposes, this is to alert you that a first article build for the CDL-N system (or CDL subsystems) might be required. 2. Pricing: The Interested Party is requested to provide ROM pricing for their CDL-N system (or subsystem). For purposes of providing a ROM cost estimate, the following ground rules apply: Any contract that might result would require the Interested Party to integrate the entire end item CDL-N system (or subsystem). Pricing shall be provided based on CPFF effort in 2000 dollars ROM pricing shall be broken down as follows: Total ROM price through system # 1 delivery NRE of Total Recurring for Unit #1 Integrated Logistics Support for Unit #1 Recurring costs for procuring two units per year Total Ownership Costs for 10 systems (15 year life of system) Total Ownership Costs for 32 systems (15 year life of system) 3. Safeguarding of Prices (ROM) by the Government.
