This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Proposal (RFP) Number N00173-00-R-RS03. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and DFARS Change Notice 20000210. This synopsis/solicitation is issued on an unrestricted basis and is open to all interested parties. The standard industrial classification code is 3572 with a small business size standard of 1,000 employees (or dollars). DESCRIPTION: The following specifications, which set forth the Government's minimum requirements, are issued on a Brand Name or Equal basis. The term "or equal" is not added to each item/component description, but is, instead, stated here and applies to all items and components discussed hereafter. The offeror shall provide the following AMPEX/DATA SYSTEMS equipment on a Brand Name or Equal basis: CONTRACT LINE ITEM NUMBER (CLIN) 0001: five (5) DCRsi 240 Laboratory Tape Recorder Systems, which shall include (a) five DCRsi 240 Laboratory Tape Recorders, (b) five Model 1301191 Slide Mount Kits for the DCRsi Tape Recorders, (c) five Model WH-DL10A Laboratory Cable Sets, and (d) one Model 1301139-01 Lab Emulates Air Cables; CLIN 0002: three (3) DCRsi 240 Ruggedized Tape Recorder Systems, which shall include (a) three DCRsi 240 Ruggedized Tape Recorders; (b) three i/O mating connector kits for ruggedized units, (c) three Model PCI-D240-HS High Performance PCI Bus to DCRsi Interface, (d) five Model 1301215-01 Battery-Powered Tape Unload Controllers, (e) three Model WH-DA10A Airborne Cable Sets; (f) one model 1301149-01 Air Emulates Lab Cables; and (g) one Model WIN-D240-NT Windows NT Software Package. CLIN 0003: 10 cases Model 1302451 Certified tapes. Offerors shall structure their proposal to include pricing at the SUBCLIN component level. The following specifications and salient characteristics represent the Government's minimum requirements for CLIN 0001: Each of the five required Laboratory Tape Recorder Systems shall possess the following functional and operation characteristics: Data Rates: 0 to 30 Mbytes/second without restriction, at least 37.5 Mbytes/sec maximum burst rate, and at least 496 K-bits/sec maximum auxiliary digital rate; I/O buffer: at least 72 Mbytes (user accessible); Cartridge type: functionally and operationally compatible with the requirements in CLIN 0006, see below; Addressable Block Size: at least 4356 bytes; High Speed Data Interface: Byte-wide, ECL differential; Control and Status Interface: RS 232 or RS 422; Corrected Bit Error Rate: Better than 1 in 10-9 using Ampex 5001 tapes; Error Correction System Type: Reed Solomon (85.81) interleaved to a depth of 3.618; Tape Transport Type: Rotary transverse; Tape Speed: 5.9 ips on average; Shuttle Speed: 88 ips; Internal Time Code Resolution: 1 msec; Internal Time Code Accuracy: 10 PPM; Size: not to exceed 19.0"W x 17.0"D x 12.25"H, with no more than 3.25" front protrusion for cartridge and cover; Weight: not to exceed 85 lbs without tape cartridge; Power: typically 535 watts 115/230 VAC 10%, 50/60 Hz, single; Mounting: Standard 19" rack, 24" deep, slide mounting kit will be used; Temperature Ranges: non-operating range = -20 C to 55 C without tape, operating range = 0 C to 40 C; Cooling System: Built in cooling fans; Vibration Factors: In accordance with Mil-Std 810C, method 514-2, category (g), procedure X. Fig. 512.2-7, Curve AW, 1.5G, 5 to 200 Hz; Non-Operating Shock characteristics: In accordance with Mil-Std-810C, Method 516.2, Procedure V; Humidity Factors: non-operating range = 20% to 90% non-condensing, operating range = 20% to 80% non-condensing; Operating Altitude: Up to 15,000 feet. The following specifications and salient characteristics represents the Government's minimum requirements for CLIN 0002: Each of the three required Ruggedized Tape Recorder Systems shall possess the following functional and operational characteristics: The Characteristics for CLIN 0002 are the same as those listed for CLIN 0001 with the following exceptions: Tape Transport Module Size: not to exceed 14.7"W x 10.8"D x 6.9"H; Rec/Rep Electronics Module Size: not to exceed 15.3"W x 12.5"D x 7.7"H; Optional AC Input Power Module Sizes: 115 VAC, 3 phase, 400 Hz and 115 VAC, 1 phase, 50 400 Hz = not to exceed 13"W x 6"D x 3"H; Tape Transport Module Weight: not to exceed 32.5 lbs without tape cartridge; Rec/Rep Electronic Module weight: not to exceed 31 lbs; Optional AC Input Power Modules Weight: not to exceed 10 lbs; Rec/Rep Module Power Requirements: 450 watts typical (28 VDC input with heaters off); Temperature Ranges: non-operating range = -54 to 70 without tape, operating range = in accordance with Mil-E-5400R, Class I, Figure 3, Curve A, exceptlower limit -60 and upper limit 40 C; Tape Transport Module Cooling System: Convection and radiation cooling with heaters for operation below 0 C; Rec/Rep Electronics Module Cooling System: Built-in cooling fans; Non-operating Vibration Parameters for both modules: IAW Mil-Std-810C, Method 514-2, Category b-1, Procedure I, Fig. 513.2-2, Curve H; Operating Vibration Parameters for Tape Transport Module: Sinusoidal; Mil-Std-810C, Curve H modified below 110 Hz random, 13.5 grms; Operating Vibration Parameters for Rec/Rep Electronics Module: Sinusoidal; Mil-Std-180C, Curve H modified below 110 Hz random, 13.5 grms; Non-Operating Shock Parameters for Both Modules: IAW Mil-Std-810C, Method 516.2-2, procedure I; Non-operating Humidity Range: 10% to 90% non-condensing; Operating Altitude: Up to 50,000 feet; Non-operating Altitude: Up to 70,000 feet. CLIN 0003: The following specifications and salient characteristics represent the Government's minimum needs for CLIN 0003: 10 cases of Model 1302451 Certified Tape Cartridges with the following specifications: Each of the required Tapes shall be functionally and operationally compatible with the tape recorder systems required under CLINs 0001 and 0002. Each cartridge tape shall be ruggedized. Cartridge Size shall be at most 10.5"W x 6.5"D x 1.65"H. Cartridge weight shall not exceed 2.5 lbs each. Each cartridge shall have at least 50 Gbytes of capacity. All equipment proposed shall be functionally and operationally compatible with existing DCRsi 240 systems presently owned by the Government. Note: Delivery for all CLIN's shall be FOB Destination. See in this respect FAR 52.211-6, Brand Name or Equal. All items shall be delivered FOB Destination in accordance with the following required schedule: One CLIN 0001 system, one CLIN 0002 system, and all of CLIN 0003 shall be delivered not later than 30 April 2000. The Offeror shall provide one additional CLIN 0001 system not later than the end of each month through 31 August 2000. The Offeror shall provide one additional CLIN 0002 system not later than the end of each month through 30 June 2000. This delivery schedule presumes contract award no later than 31 March 2000. Delivery/Acceptance point is Naval Research Laboratory, Code 5602 ATTN: C. Menchaca, Bldg 215, Rm 204, 4555 Overlook Ave, Washington DC 20375-5320. Government workdays are Monday through Friday between the hours of 0800 and 1630 local time. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and for Defense Acquisition Supplement 91-13. Offerors are advised to propose in accordance with the provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 1999). Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Items. The specific evaluation criteria to be included in paragraph (a) of FAR 52.212-2 are: (1) technical capability of the item offered to meet the Governments minimum needs based on examination of product literature or technical approach narrative, (2) Past Performance [see FAR 52.212-1(b)(10)] and (3) Price. Technical Capability and Past Performance, when combined are of greater importance than Price. Offerors are also advised to include with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (OCT 1999); DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items (NOV 1995); and DFARS 252.225-7000, Buy American Act Balance of Payments Program Certificate. The clause at 52.212-4, Contract Terms and Conditions Commercial Items (MAY 1999), applies to this acquisition. The addenda to the clause are (1) YEAR 2000 COMPLIANT INFORMATION TECHNOLOGY This requirement applies to information technology (IT) that processes date-related information. All such IT delivered under this contract shall be Year 2000 compliant as defined at FAR 39.002. (2) REQUIREMENTS FOR ON-SITE CONTRACTORS For any portion of work under this contract performed at any NRL site, the Contractor shall comply with the Requirements for On-Site Contractors dated 28 JULY 1999 which are hereby incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The additional clauses cited under DFARS 252.212-7001 that are applicable to this acquisition are: DFARS 252.204-7004, 252.225-7001, 252.225-7012, 252.227-7015,252.227-7037 and 252.233-7000. PROPOSAL PREPARATION INSTRUCTIONS: The Offeror shall clearly demonstrate how all proposed products meet the requirements set forth herein and shall also provide a minimum of 3 references to which the same or similar products have been delivered within the last 2 years. References shall include the product/services delivered, contract number, date of contract award, date of acceptance by the receiving organization, contracting office point of contact, technical office point of contact, current telephone and fax numbers for both and statement regarding problems with the product, contract and/or delivery. The Government will only consider the information provided in the offeror's proposal. It is anticipated the award will be made without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Failure to submit the information set forth herein for evaluation may render the offer nonresponsive. The applicable Defense Priorities and Allocations System (DPAS) rating for this solicitation and any resulting contract is DO-C9. The Contractor shall follow all of the requirements of this regulation.
