project consists of providing bleacher seating and various platforms to
accommodate the Commencement Exercises on May 17, 2000 at the U.S.
Coast Guard Academy, New London, CT. The contractor shall provide all
supervision, labor, material and equipment for the set up of Lower
Nitchman Memorial Field for the Commencement Exercises at the U.S.
Coast Guard Academy. THE SET-UP OF BLEACHERS AND PLATFORMS MUST BE
COMPLETED BY 14 MAY 2000 AND REMOVAL SHALL BE COMPLETED BY 24 MAY 2000.
The setup shall include bleacher seating for 5000 people, raised
platform for VIP, Camera, Sound systems and press. All platforms shall
be carpeted with blue pile carpeting and draped with blue bunting and
screening. All equipment shall meet or exceed all UBC, OSHA and BOCA
standards. A site visit is scheduled for 16 March 2000. The planned
release date of the solicitation is 10 March 2000. This acquisition is
unrestricted based on full and open competition. The Standard
Industrial Code is 2531. FOR MINORITY, WOMEN-OWNED ANDDISADVANTAGED
BUSINESS ENTERPRISES: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract DOT provides 80%
guaranty on the bond amount to a surety against losses. For further
