NASA/MSFC plans to issue a Final Request for Proposal (RFP) for
engineering, science, and technical services. The required services
will supplement existing capability at MSFC and provide critical skills
across a wide range of technical disciplines. The services will support
the Center's Engineering, Flight Projects, Space Transportation, and
Science Directorates along with the Systems Management Office, Space
Shuttle Projects Office, and the Office of the Chief Financial Officer.
The provisions and clauses in the Final RFP are those in effect through
FAC 97-15. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. These services will be procured on an
unrestricted basis using full and open competitive procedures. The
Final RFP will contain significant subcontracting goals for small
business, small disadvantaged business, and small woman-owned business
concerns. This is not a small business set-aside. The SIC Code and
Size Standard are 8731 and 1,000 employees or less, respectively. The
SIC Code and size standard are provided to assist potential offerors in
determining whether they qualify as a small business for this
particular procurement. The DPAS rating for this procurement is DO-C9.
A Draft RFP for these services was released to industry for review and
comments on February 8, 2000, and an Industry Briefing was held at MSFC
on February 15, 2000. The anticipated release date of the Final RFP is
on or about March 21, 2000 with an anticipated due date for receipt of
proposals of April 11, 2000 and May 2, 2000. All qualified, responsible
sources may submit an offer which will be considered by the agency. An
ombudsman has been appointed. See Internet Note "B". The Final RFP and
any documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office via e-mail of their
intent to submit an offer. It is the offeror's responsibility to
