Westinghouse Savannah River Company (WSRC), Management and Operating
contractor for the U.S. Department of Energy's (DOE) Savannah River
Site (SRS) located near Aiken, South Carolina, is seeking expressions
of interest from potential subcontractors for the design, fabrication,
testing and operational support of in-line/on-line radionuclide
detection monitor system. The system may consist of multiple detectors.
The fabricated equipment will be installed in a heavily shielded,
remotely operated facility at SRS due to the high radiation source of
the process. Demonstration of capability to meet and conform to the
following minimum criteria will be required: 1) All engineering is to
be performed at the subcontractor's facility or through partnership
with WSRC. 2) Individual components may be subcontracted to a
lower-tier supplier, but final assembly must be at the prime
subcontractor's facility. 3) The process equipment will be operating in
a highly radioactive environment. Radiological evaluation to determine
the useful life of the components will be required. Experience in this
area is desirable. 4) The process will be monitored for the following:
a) Alpha (transuranics) emitting isotopes in concentration range from
1 to 100 nCi/ml in the presence of up to 45 nCi/ml of gamma emitters.
The minimum detection limit for alpha will be no greater than 10
nCi/ml at a 95% confidence level and a maximum count time of 6 hours.
b) Alpha (transuranics) emitting isotopes in concentration range from
1 to 100 nCi/ml in the presence of up to 1300 nCi/ml of gamma emitters.
The minimum detection limit for alpha will be no greater than 10 nCi/ml
at a 95% confidence level and a maximum count time of 6 hours. c)
Cs-137 and Sr-90 in the presence of up to 20 nCi/ml of other gamma
emitters. The expected Sr-90 concentration range is 1-40 nCi/ml. The
expected Cs-137 concentration is 1-100 nCi/ml. The minimum detection
limit for Cs-137 will be no greater than 10 nCi/ml and Sr-90 will be no
greater than 4 nCi/ml. Both detection limits will be at a 95%
confidence level and a maximum count time of 6 hours. 6) The flow rate
of the process streams to be monitored will be 0.1 to 0.5 gpm. 7) The
detectors, connectors, and associated cables shall be capable of
operating in up to 100% humidity. 8) The monitor shall be capable of
operating in temperatures up to 40 degrees C. 9) The detectors will be
capable of being installed on/in a 3-inch (nominal) schedule 40 pipe.
The prime subcontractor must be ISO 9000 qualified or must have a
Quality Assurance program approved or capable of being approved by
WSRC. If teaming with other organizations, indicate the capabilities of
each team organization and provide any information relating to
successful prior teaming experience. A Time and Materials or Cost Type
subcontract is contemplated. The expressions of interest must be
received by WSRC on or before March 22, 2000, and should reference
