K-69 The Centers for Disease Control and Prevention (CDC) contemplates
awarding a contract for laboratory studies on antiretroviral drug
resistance for selected HIV-1 strains from throughout the United
States. Two methods shall be used by the contractor. The first,
genotypic characterization, shall be used on all specimens and involves
direct genetic sequencing of the polymerase-protease area of the HIV-1
virus. The second, phenotypic characterization, shall be used on a
subset of specimens, based on genotypic findings, and is the biological
determination, through recombinant and cellular methods, of
antiretroviral drug susceptibility. The contractor shall possess the
following minimum qualifications to perform these tasks: The contractor
must be able to perform sequencing for genotypic analysis and conduct
recombinant phenotypic analysis using an established recombinant method
or subcontract to have the phenotypic analysis performed. The
contractor (or its subcontractor) shall have experience in providing
specialized information through phenotypic drug susceptibility tests
(and these can be applied to many viruses, such as HIV, HBV, HCV, and
herpesvirus). Also, the contractor must be active in the HIV
antiretroviral resistance publication arena. The anticipated
performance period is fifteen months or when 800 specimens have been
genotyped and, based on the genotypic results, when approximately 100
of those specimens have been phenotyped, whichever comes first. The
solicitation will be issued as a full and open competition procurement.
The Standard Industrial Classification is 8733 which has a size
standard of $5 million. The date specified for receipt of offers will
be approximately 30 days after the RFP issue date. Requests for the RFP
must specify the RFP No. 2000-N-00054. Telephone requests will not be
