W. Thompson (253) 589 4027 SF 254 and SF 255 Applications are invited
from Engineering firms to provide multiple phase professional services
for design services and construction period services for the
replacement of American Lake Division's primary electrical feed and
distribution system. A single A/E contract included all described work
will be negotiated for the three phases. The first phase of work is
the design and construction period services for the replacement of the
primary switchgear. Work will include the load analysis of the
existing three primary feed system and the existing generator sets. The
goal is the proper switchgear function including the start up and
connectivity of the facility's existing generator sets in the event of
electrical primary feed failure. The A/E contractor must provide Phase
1 bid-ready design documents 75 calendar days after A/E contract award.
The second phase is the pre-priced option which shall provide (1) all
technical and electrical engineering services required to analyze the
primary, secondary, and emergency power distribution systems for
Buildings B7, B81 Ambulatory Building, and B61 at the VA Puget Sound
Health Care System, American Lake Division, and, (2) for the completion
of the design development of all other portions of the design scope.
Phase 2: Design services for the following items: A. Installation of
new electrical distribution and riser panels in Buildings 2 and 81. B.
Installation of a small generator with associated automatic switchgear
for life safety branch circuitry for Buildings 5, 6, and 7. C.
Installation of a new underground 15 KV primary electrical power feed.
D. Coordinate with potential additional new generators for load
shedding capabilities. E. Replacement of the existing overhead 15 KV
primary power lines with tree wire designed for overhead transmission
lines. The A/E contractor must provide Phase 2 bid-ready design
documents 150 calendar days after A/E contract award. Phase 3:
Construction period services for the Phase 2 design services. It is the
VA's sole option to exercise the Phase 3 portion of the work. There
will be no VA responsibility for Phase 3 construction period services
payment to the A/E contractor if the VA does not exercise the Phase 3
work. The A/E contractor will be required to provide a qualified
on-site quality monitor during portions of various portions of the
construction period services. Evaluation and selection will be based on
qualifications stated under CBD Numbered Note 24. The selected firm or
organization must have significant experience in the design, and
operation of high voltage electrical distributions systems serving
large institutional campuses and medical facilities, and demonstrated
ability to conduct extensive analysis and study of large complex
electrical distribution systems. Applicants must be able to demonstrate
the credentials of the firm and assigned staff to support the study
scope. Special qualifications and selection of firms will place
emphasis on design capabilities of firms with previous of high voltage
electricaldistributions systems design experience. The cost range for
construction is $1 Million -- $2 Million. The applicable SIC code is
