Commerce/NWS/Office of Hydrology intends to negotiate on a sole source
basis with Comet Graphics, Louisville, KY to provide data
communications networking consultant to support interconnectivity
between various Automated Flood Warning Systems (AFWS), including the
Integrated Flood Observing and Warning System (IFLOWS), and the Passaic
Flood Warning System (PFWS) to the NWS Advanced Weather Information
Processing System. The National Weather Services is currently in the
process of changing its acquisition method from dedicated wide-area
radio networks with proprietary communications protocols, to one using
standard TCP/IP connectivity via wireless LAN's, satellite, and the
Internet. The work to be performed will be for support and to establish
ongoing maintenance of a web server dedicated to providing AFWS data
via the world wide web and intranets. The tasks will consists of 1.
Build, test, evaluate and install a backup web server at an Internet
Service Provider located in Jeffersonville, Indiana. 2. Implement
software designed to display data to users via the world wide web. 3.
Provide technical support to NWS field offices related to
interconnection of AWIPS with IFLOWS. 4. Assist with the installation
and provide maintenance for Checkpoint Firewall software. 5. Evaluate
performance of wireless local area network, and satellite-based data
communications equipment being located at NWS sites. 6. Provide six
months support and maintenance for web host and server. 7. Provide six
months of monitoring for all servers, routers, and services needed to
provide flash flood data to primary and backup domain controls and web
servers. 8. Participate in the evaluation of private vendor software in
to assess its potential for use in the AFWS/IFLOWS reconfiguration.
This effort includes installation and testing of sample host/client
software and appropriate computer/communications hardware in NWS
offices in Louisville and Jackson, KY This is a notice of intent and
cannot be considered a solicitation, therefore no solicitation package
exist. Award will be made using Simplified Acquisition Procedures.
