Scheck, (440) 838-6088 This is a commercial item procurement issued in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Competitive Negotiation. This request for proposal (RFP) solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. This solicitation is 100% set-aside for small business. The Standard Industrial Classification Code is 7374 and small business size standard is $18.0 million. The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center intends to procure electronic billing services for the period from date of award through September 30, 2000 with four one-year option year renewals. The successful contractor shall install and support an electronic system capable of transferring claims generated on digital Equipment Corporation system using the VAMC's Veterans Integrated System Technology Architecture (VISTA), VA hospital information system software. The successful contractor shall perform all work required to convert the data into an electronic bill acceptable to insurance carriers and forward these bills electronically to insurance carriers. Claims processing will include UB-92 and HCFA 1500 claims. The successful contractor shall provide electronic billing to Medical Mutual of Ohio, Anthem Insurance Company, Central Benefits, TRICARE, Ohio Bureau of Worker's Compensation and any ENVOY affiliated carriers. The following factors,listed in descending order of importance, will be used to evaluate offers. Subfactors within an evaluation factor are equal in importance, 1) Offeror Capability: a.
