FISC,Norfolk Naval Shipyard Annex is soliciting information from potential sources for Commercial off-the-shelf software to provide a performance-based metrics management system for the alignment of strategic management processes and systems with financial and operational business functions of a major ship repair facility. To support the implementation Norfolk Naval Shipyard's Strategic Plan. This plan is aligned with the Government Performance and Results Act of 1993 and the Malcolm Baldridge Criteria for Performance Excellence (most recent edition). Software functional requirements should include but are not limited to the following: 1.Capable of tracking multiple organizational performance indicators based on strategic goals. 2.Capable of tracking trends in performance over time. 3. Be based on a hierarchical metrics system allowing for graphic display and roll-up and drill-down of data 4.Provide analysis of data based on set high and low limits. 5. Software will be operated in Web-based, NT 4.0 environment. 6. Software and documentation must meet security requirements of NSCA-ITSEC-INFOSEC-PROC and NSCA-ITSEC-INFOSEC-GASP version 2.0 dated 11 August 1999 (Documentation is available upon request in both hard and soft copy.)
