This announcement solicits for subcontractors for an Indefinite
Delivery/Indefinite Quantity Services and Construction Firm Fixed Price
and Time and Materials contract for Environmental Studies,
Investigations, and Remedial Action for Korea. The U.S. Army Corps of
Engineers, Far East District (FED) has issued a request for proposal
for environmental services to a list of prequalified Korean
contractors. This announcement solicits for subcontractors who can team
up with a prequalified Korean contractor for this work. Much of the
work involves studies, investigations, and remedial activities
performed to U.S. environmental standards. Since the prequalified
contractors may not be totally familiar with all of the U.S.
environmental requirements, subcontractors who are experienced in
performing environmental and Hazardous, Toxic and Radioactive Waste
(HTRW) work in the U.S. are sought to team up with the Korean
contractors prequalified by FED.Services may include but not be limited
to environmental compliance assessments, environmental planning
studies, environmental master plans, remedial investigation,
feasibility studies, natural resources management, scientific and/or
technological studies, biological studies, HTRW studies, site
investigations, remedial action, and other related environmental
services. The required services will support projects in the Republic
of South Korea. One firm will be selected. The subcontractors will be
required to comply with all appropriate Korean environmental laws and
regulations. The selected firm shall furnish all services, supplies,
materials, labor and transportation, to perform all work necessary. The
length of this contract is one year from date of award with a yearly
Government option for the following two years. Services will be
implemented through individual delivery orders on an as-needed basis,
with a maximum cumulative contract total of $4,750,000 for a one-year
period. The Government may excise the option yearly for a maximum
cumulative contract amount of $14,250,000. If the $4,750,000 is not
reached within the basic year or option year, the Government may
accumulate and apply the balance to other option years without
exceeding the maximum total of $14,250,000 for the three year contract
period, provided that the option year or years are exercised by the
Government. The Government obligates itself to a minimum contract
amount of $2,500.00 per year during the term of the contract. The
contractor shall be required to conform to a separate scope of work for
each delivery order. Firms will be evaluated on the following factors
in descending order of importance: (a) Demonstrated experience in
various types of environmental studies, investigations, and remedial
activities in the Pacific region from Hawaii through Asia; (b) Past
Performance; (c) Demonstrated experience in complex tasks in remote
areas; (d) proximity to Korea; (e) Demonstrated experience and
knowledge about Korean environmental conditions, projects, and
environmental laws and regulations; (f) Academic qualifications of the
proposed staff. The contractor may be selected without discussions. A
list of Prequalified Korean contractors to contact can be requested by
