Norfolk Detachment Philadelphia intends to acquire on a sole source
basis, non-personal contractor engineering technical services --
Contractor Field Services(CFS) by qualified contractor personnel for
the purpose of informing, instructing, and training Department of the
Navy personnel in the installation, operation and maintenance of C9B
and DC-9 aircraft airframe and avionics equipment and on the
interfacing of all systems on the P-3 Update III aircraft. It is
intended to negotiate this requirement on a sole source basis pursuant
to 10 USC Code 2304 (c)(1) with the OEM, Lockheed Martin Aircraft
Company, Greenville, SC. This requirement is for an estimated 48 man
months of service for the period 1 Jun 2000 through 31 May 2001, and
will include one option for an additional 48 manmonths of services for
the period 1 Jun 2001 through 31 May 2002 and a second option for an
additional 48 manmonths of services for the period 1 Juan 2002 through
31 May 2003. The requiring activity is the Naval Air Technical and
Data Engineering Service Command San Diego. This requirement will be
covered by a new indefinite delivery indefinite quantity labor hour
contract or as a modification to the existing contract. The
solicitation will contain specifications for the effort to be
performed. The place of performance is various fleet and shore
activities. Lockheed Martin Aircraft Company, as the Original Equipment
Manufacturer, is the only known source with the required technical and
engineering expertise, in-plant support, and database to perform the
required services. Interested parties who contend they are technically
qualified should submit, within forty five days from publication of
this announcement, specific factual data, including but not limited to
technical resumes, management experience, and other pertinent
information as desired to be used as an evaluation basis to determine
competence to successfully perform the required services. All technical
proposals received within this time frame will be considered by the
Government. The Government reserves the right not to open this
requirement to competition based upon technical notices received in
response to this announcement. Technical responses received as a result
of this announcement will normally be considered solely for the purpose
of whether to conduct a competitive procurement. The Government will
not pay for any information received. The applicable SIC code is 8711.
