Pembertp@box-p.nih.gov. The National Institutes of Health has
requirement for a Performance Based Contract for the Removal,
Installation, and Rapid response service for the repair, and
maintenance of CFC Refrigeration Equipment in Walk-in Controlled
Temperature Rooms. The work under this contract shall consist of but
not limited to requirements listed below The contractor shall provide
the Project Officer a cost estimate for each job to be performed under
this contract. All work performed shall conform applicable mechanical
codes and standard practices. Each Job will vary in the size and
complexity. All cold-boxes with operating temperatures below ZERO (0)
degrees centigrade shall use R-404 refrigerant. Cold boxes with
operating temperatures above ZERO (0) degrees centigrade shall use
R-134a refrigerant. The contractor will remove the existing condensing
unit, evaporator, piping and other accessories as required. The
contractor will furnish and install a new evaporator to match the
existing load requirement. The evaporator furnished shall have an epoxy
coated coil. The contractor shall furnish and install a new condensing
unit with the proper capacity and refrigerant for the application. The
unit shall be furnished with all required safety and operating controls
(as a minimum the unit shall include high and low pressure cut-out
switch, high temperature cut-out switch, space temperature control,
etc.) The unit shall be either water cooled or air cooled as defined in
the work order. The contractor will furnish and installed all required
condensing water piping, controls and accessories. The contractor will
leak teat and vacuum all refrigeration lines, connect all required
electrical power and control connections, insulate all piping with
proper thickness, according to temperature application. The contractor
shall be responsible for reclamation, handling, and disposal of all
ozone depleting refrigerants as required by EPA regulations when not
reclaimed by NIH personnel. The contractor will remove all debris from
the area. The debrisdisposal shall be in accordance with existing
County regulation. The contractor shall demonstrate evidence of
removal, installation and repair of Walk-in Refrigeration Systems, as
well as an adequate supply of parts and materials to provide regular
and emergency services, maintenance, and repair. The Contractor's
technician or mechanic must respond within two hours of a trouble call.
The Contractor shall have a Quality Control Plan. Performance
objectives will be established for the contractor in the fulfillment of
its service requirements and penalties will be established for failure
to maintain performance standards. THIS IS NOT A REQUEST FOR PROPOSAL.
The purpose of this synopsis is to ascertain small business sources for
this type of service. THIS REQUIREMENT WILL BE RESTRICTED TO SMALL
BUSINESSES ONLY. It must be understood that all sources MUST have the
financial capacity to handle this volume of business and that
reimbursement may not be made by the Government for 60-90 days after
the contractor has incurred the costs. Responses will not be considered
as either bids or proposals and cost and pricing data must not be
submitted. Concise responses directed specifically the requirements
mentioned above are requested and will be considered. Only small
business sources possessing experience shall demonstrate their
capabilities and financial capacity to handle the specific services.
NOTE: Standard Industrial Code is 7623. The Size Standard is the
average annual sales or receipts for its preceding three (3) fiscal
years are not in excess of $5M. Please forward two (2) copies of
