The Fleet & Industrial Supply Center (FISC) Norfolk Detachment Washington has a requirement for furniture reconfiguration and relocation services for Steelcase 9000 series furniture and partitions for the National Maritime Intelligence Center (NMIC) located at 4251 Suitland Rd.,Washington, DC 20395. The Steelcase 9000 furniture and partitions have already been procured. This requirement is for reconfiguration and relocation services for existing furniture. The proposed contract will include one base year and four (4) one-year options, and includes the option period listed in FAR 52.217-8, "Option to Extend Services." This is a 100% Small Business Set-Aside with a SIC code of 7389. The proposed contract type will be a Time and Materials contract. Duties and responsibilities include assembling and disassembling Steelcase Series 9000 workstations or any other type of office furniture on an "as needed" basis. The government will give the contractor a twenty-four (24)-hour notice before services are needed. The contractor shall also inventory NMIC's warehouse three times per year. The warehouse is located at 9300 East Hampton Drive, Capital Heights, MD (approximately 10 miles from NMIC). The inventory shall be provided within one day after the government makes the initial request. All furniture that is installed shall be bar-coded by the installers. The contractor shall also maintain the keys and locks of the workstations. Additionally, the contractor shall move furniture within NMIC, as well as from NMIC or the NMIC warehouse to the Pentagon, or various other areas where NMIC personnel are located (limited to the National Capital Region). A delivery truck with a 16-foot capacity bed will be required approximately three times per month. The truck driver will also be required to assemble and disassemble furniture. Personnel requirements include the following: The job supervisor shall have a minimum of three (3) years experience in Steelcase 9000 series modular furniture installation. In addition to supervising the other installers, the supervisor shall have the same responsibilities of an installer, however he/she must be present at all times that work is being conducted. All installers shall have at least one (1) year experience in assembling and disassembling Steelcase 9000 series modular furniture. Installers shall have the ability to read layout drawings and fully understand how to install the furniture as illustrated without assistance. All contract personnel will be required to submit their names, social security numbers, and places of birth in order to process security badges. Depending on the work schedule, the number of installers will vary from two (2) to six (6) installers. Work will be performed during normal business hours (7:30 AM to 3:30 PM), as well as after hours (3:30 PM to 7:00 AM), and weekends. The government estimates that approximately 3,603 hours will be required during normal business hours each year, and that approximately 100 hours of after-hours work will be required each year. The anticipated release date of the solicitation is 7 April 2000. Service is set to begin on 01 October 2000. The award decision will be based on low-price, technical acceptability, and past performance.
