The Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Community Mental Health Services (CMHS), Office of Managed Care (OMC) plans to award a sole source simplified acquisition to the Bazelon Center for Mental Health Law, Washington, D.C. The contractor shall create a consumer-oriented document supported by mental health services providers concerning health insurance coverage. The contractor shall also identify laws relating to access to insurance and mental health services and submit a final document on its findings. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
