to acquire on a Sole Source Cost-Plus-Fixed-Fee (CPFF) basis a
contract with Rome Research Corporation, 314 South Jay Street, Rome, NY
13440, which will support the Software Adaptive Sensor Program and
related programs through experimental and developmental engineering,
design, processing, analysis, testing, and evaluation of
reprogrammable/reconfigurable advanced digital wireless sensor systems.
The purpose of this sole source contract is to provide a demonstrated
capability; the capacity needed to maintain current initiatives; and
the flexibilty for anticipated additional support requirements during
the initial and advanced development engineering, prototyping and Beta
Testing periods. The contract resulting from this solicitation,
N65236-00-R-0750, will sustain engineering and testing efforts for a
period of one (1) base year and two (2) additional one-year option
periods, with an anticipated value of less than $9,900,000. This
acquisition will be negotiated on a sole source basis with Rome
Research Corporation under the authroity of FAR 6.203-1 (Only one
responsible source and not other supplies or services will satisfy
agency requirement). Rome Research Corporation is the only practical
source with the experience, investment base, current knowledge, and a
demonstrated fully functional system, developed in-house, to
cost-effectively and efficiently deliver the required engineering and
scientific support at low risk to SPAWAR Systems Center Charleston.
Rome Research Corporation has developed a unique set of skills and
knowledge base as well as considerable data, software, and technical
approach critical to SPAWARSYSCEN Charleston program advancement.
Without this experience base, these programs would encounter serious
delays -- at significant detriment to the government. It is estimated
that, at best, a period of two years would be required for another
contractor to attain a similar level of familiarity and expertise on
the relevant requirements, hardware, software, and programmatics. Any
other contractor would have to repeat the data gathering, algorithm
development, trade studies and other learning, systems engineering, and
design activities to be at a similar state of readiness to perform on
these programs. This delay would result in substantial cost and program
inefficiencies. Only Rome Research Corporation has the library of
software and technical documents, and the key personnel necessary to
support services currenlty planned to be acquired. Failure to award
this contract will seriously restrict the Intelligence and Information
Warfare (I2W) Systems Engineering Department's (Code 70) ability to
respond to its sponsors' needs and desires at a very sensitive time in
the program's development. There are no other sources capable of
providing the required support. This Notice is not a request for
proposals. See Numbered Note 22. A Determination by the Contracting
Officer not to compete this proposed action based on responses to this
notice is solely within the discretion of the Contracting Officer.
