REMEDIATION-TYPE SERVICES, SACRAMENTO DISTRICT. The purpose of this
synopsis is to gain knowledge of potential HUBZone small business
concerns and potential HUBZone 8(a) concerns (sources sought only) for
remediation services in support of the Sacramento District, Corps of
Engineers. It is anticipated that there will be four
indefinite-quantity, indefinite-delivery contracts, with capacity of $5
million each. Each contract's base period will be 2 years, each with an
option to extend the period of performance an additional 3 years.
Services shall primarily consist of small hazardous and toxic waste
(HTW) removal action type projects, such as, (a)
Aboveground/underground storage tank closures, replacement/ tightness
testing, (b) Excavation, removal, manifesting, transportation, storage,
treatment and/or disposal of all types of hazardous waste in addition
to asbestos, and lead/PCB containing paints and coatings, (c)
Multi-media chemical sampling and analysis, chemical data
qualitycontrol for a wide variety of compounds, (d) Demolition and
debris removal and disposal, (e) Drilling and sampling to obtain
geotechnical and/or chemical data, installation and development of
groundwater monitoring wells, (f) Transformer removal and disposal,
including disposal of PCB contaminated oils, (g) Installation of
temporary facilities, permanent installations, and site restorations to
support above activities, (h) Maintenance of an ongoing Safety and
Health Program and preparation/implementation of Site Safety and Health
Plans as required by 29 CFR 1910.120/29 CFR 1926.65, (i) Contractor
quality control for removal actions, (j) Other incidental engineering
services in direct support of the removal action activities; such as
environmental audit, surveys and mapping, drafting and engineering
drawings, planning and reporting documents. The Standard Industrial
Classification Code for this procurement is 8744, Environmental
Remediation Services. The size standard defining a small business is a
firm with 500 employees or less. To respond to this sources sought
synopsis, the concern must submit a narrative providing up to ten
examples of projects completed or nearly competed within the past five
years which demonstrate experience with the removal/remedial action or
related projects for Government or private owners. At a minimum each
example must include the following information: (1) a brief description
of the work performed, 2) the client company or Government agency who
awarded the contract directly to the concern, including the complete
mailing address and point of contact with telephone number of said
client or agency, (3) the contract number, (4) the contract type and
(5) the award date, (6) the length of contract, (6) the monetary value
of contract. In addition, If there is sufficient competition among
HUBZone small business concerns, the FAR clause 52.219-3, Notice of
Total HUBZone Set-Aside will apply, which states: The HUBZone small
business concern agrees that in the performance of the contract
performance for services (exception construction) at least 50 percent
of the cost of personnel for contract performance will be spent for
employees of the concern or employees of other HUBZone small business
concerns. Likewise, if there is sufficient competition among HUBZone
8(a) concerns, the FAR clause 52.219-14, Limitation on Subcontracting,
will apply, which states: The Offeror/Contractor agrees that in the
performance of the contract for services (except construction) at least
50% of the cost of contract performance incurred for personnel shall be
expended for employees of the concern. Therefore, in addition to the
abovementioned items 1-6, the concern responding to this sources sought
synopsis must provide evidence in their submittal of their ability to
perform in accordance with the FAR clauses 52.219-3 or 52.219-14, as
applicable, i.e. that at least 50% of the cost of personnel for
contract performance will be spent for employees of the concern or
employees of other HUBZone small business concerns (see above). Lastly,
to demonstrate proof of the concern's HUBZone small business or HUBZone
8(a) status, the concern shall provide the county in which the
concern's office is located (for HUBZone qualification) and either
indicate that the concern is a small business or provide the SBA office
in the which the concern is registered (for 8(a) qualification). Your
submittal shall be no more than three pages in length. Responses to
this notice must be received within 14 calendar days from the date of
issuance of this synopsis. If the 14th day is a weekend day or a
Federal holiday, the deadline is the close of business of the next
business day. Responses received after that date will not be
