SECTION 00100 INVITATION FOR BIDS GOVERNMENT OF THE VIRGIN ISLANDS OF
THE UNITED STATES DEPARTMENT OF PROPERTY AND PROCUREMENT SUBBASE,
BUILDING NO. 1 Invitation No:IFB-11-DPW-T-2000 (CC)________
Date:___FEBRUARY 24 2000______________ Pursuant to the laws of the
Government of the Virgin Islands, sealed bids, for the work described
herein will be received at The Department of Property and Procurement,
Procurement Division, Building 1, Third Floor, Subbase, St. Thomas,
U.S. Virgin Islands 00801 until 1:00 p.m. on April 26, 2000 and at that
time publicly opened. Any bid received after the time and date
specified shall not be considered. Description of Work This project,
located in the Bovoni/Long Point Peninsula area of St. Thomas, USVI, is
the construction of the Mangrove Lagoon Regional Wastewater Treatment
Plant and Lift Station. The lift station features coarse screening and
submersible pumps, along with a standby generator and odor control
facilities. The wet well is constructed of reinforced concrete. The
electrical/generator building is constructed of reinforced masonry on
a reinforced concrete foundation. The firm peak flow capacity of the
station is 2.4 million gallons per day. The wastewater treatment plant
features fine screening, metering, and grit removal at the head works.
Wastewater is then treated in a 3-tank sequencing batch reactor.
Effluent from the tank is disinfected by ultraviolet radiation before
being pumped to the outfall. Sludge from the sequencing batch reactor
is held in a sludge holding tank. Sludge is dewatered in a belt filter
press. Dewatered sludge is trucked to the landfill for disposal. The
design also features a lime storage tank and feeding equipment to
control the alkalinity of the wastewater, a back-up chlorination
system, a septage holding tank and pumps, a plant water system, a plant
drainage system, and odor control facilities. The control building
houses an office, a control room, a laboratory, and a meeting room. The
utility building houses the blowers, stand-by generator, electrical
equipment, lime storage, the chlorination system, and a tool room,
along with various pumps. The belt filter press building houses the
filter press, a screw conveyor, the polymer system and the plant water
control panel. All the buildings are constructed of reinforced
masonry. The major tanks are constructed of reinforced concrete. The
system is controlled through a PLC-based system with a personal
computer operator interface. Work shall be completed within 550
calendar days from receipt of Notice to Proceed. Information regarding

of $100.00 PER SET. The documents consist of Contract Document Books,
TWO volumes, one entitled Construction Solicitation and Specifications
Volume 1 of 2 Mangrove Lagoon Regional Wastewater Treatment Plant and
the other entitled Construction Solicitation and Specifications Volume
2 of 2 Mangrove Lagoon Regional Wastewater Treatment Plant One compact
disc containing the drawings and an Acrobat Readera in electronic
form, and One half-size set of drawings (18" x 12") Bidder is
responsible for printing out hard copies from the compact disc. All
documents contained in the Contract Document Books are made a part of
this Invitation and by this reference incorporated herein as fully and
effectively as if set forth in detail. The bidder's attention is
directed to the fact that all applicable municipal ordinances, and the
rules and regulations of all authority having jurisdiction over
construction of the project shall apply to Contract throughout, and
they will be deemed to be included in the Contract the same as though
herein written out in full. Bidders must return the following

Bonds Each bid must be accompanied by a bid guarantee payable to the
Government of the U.S. Virgin Islands. The bid guarantee shall be in an
amount of not less than five percent (5%) of the total bid. The five
percent (5%) Bid Bond will only be accepted in the form of a firm
commitment, such as a Bid Bond, Postal Money Order, Certified Check,
Cashier's Check or Irrevocable Letter of Credit. If Individual Sureties
execute the Bid Bond, they shall be two or more responsible persons. A
complete Affidavit of Individual Surety (Standard Form P & P AIS-1-73)
shall accompany the bond. Corporations executing the bond must be duly
licensed to do business in the Territory of the Virgin Islands.
Following award of contract, the successful bidder shall execute the
construction contract, and shall provide performance and payment bonds,
each in an amount not less than one hundred percent (100%) of the
contract value. Pre-Bid Conference Pre-Bid Conference will be held on
March 28, 2000 at 10:00 a.m. at the Department of Property and
Procurement conference room. Written questions during the bid period
shall be submitted in writing to the Department of Property and

will be April 10, 2000. Questions received after this date will not be
answered. Bid Withdrawal No Bidder will be allowed to withdraw his bid
within a period of Sixty (60) calendar days following the date set for

Islands reserves the right to reject any or all bids if deemed to be in
