Restovic 13407731290X2260 SECTION 00100 INVITATION FOR BIDS GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES DEPARTMENT OF PROPERTY AND PROCUREMENT SUBBASE, BUILDING NO. 1 Invitation No:___ IFB-13-DPW-T-2000(CC)__ Date:______FEBRUARY 24, 2000_______ Pursuant to the laws of the Government of the Virgin Islands, sealed bids, for the work described herein will be received at The Department of Property and Procurement, Procurement Division, Building 1, Third Floor, Subbase, St. Thomas, U.S. Virgin Islands 00801 until 3:00 p.m. on April 26, 2000 and at that time publicly opened. Any bid received after the time and date specified shall not be considered. Description of Work This project, located in the Turpentine Run/Nadir/Long Point Peninsula area of St. Thomas, USVI is the construction of the collection system, force main, and discharge pipe for the Mangrove Lagoon Regional Wastewater Treatment System. The collection system consists of a gravity interceptor from the existing Donoe WWTP to a lift station just north of the existing Nadir WWTP, with a branch from the New Tutu WWTP. Pipe sizes range from 8-inch coming out of the Donoe plant to 24-inch at the lift station. The interceptor parallels Turpentine Run from Donoe to Fort Mylner, where Turpentine Run crosses Turpentine Run Highway. From that point, the interceptor runs down the highway to Nadir. From Nadir, the pipe runs down Bovoni Road to the lift station. Lift station construction is NOT part of this contract. The force main between the lift station and the WWTP is approximately 5,500 feet of 14-inch force main. The force main parallels Bovoni Road from the lift station to the entrance to the Bovoni Landfill. From there it turns southward, running along the landfill access road to the treatment plant. The discharge consists of approximately 2,100 feet of 12-inch pipe running cross country from the plant to the shore line. All pipe is PVC. A junction box is located on the shore line to facilitate transition from the land side to the submarine side. A pressure sustaining valve at the junction box controls water hammer resulting from the rapid flow of water down the steep slope to the sea. Work shall be completed within 450 calendar days from receipt of Notice to Proceed. Bidding documents can be obtained from Department of Property and Procurement, Procurement Division, Third Floor, Subbase, St. Thomas, Virgin Islands, at a cost of $100.00 PER SET. The documents consist of: One Contract Document Book entitled Construction Solicitation and Specifications Mangrove Lagoon Regional Wastewater Collection System and Landside Ocean Outfall One compact disc containing the drawings and an Acrobat Readera in electronic form, and One half-size set of drawings (18" x 12") Bidder is responsible for printing out hard copies of drawings from the compact disc. All documents contained in the Contract Document Book are made a part of this Invitation and by this reference incorporated herein as fully and effectively as if set forth in detail. The bidder's attention is directed to the fact that all applicable municipal ordinances, and the rules and regulations of all authority having jurisdiction over construction of the project shall apply to Contract throughout, and they will be deemed to be included in the Contract the same as though herein written out in full. The bid guarantee shall be in an amount of not less than five percent (5%) of the total bid. The five percent (5%) Bid Bond will only be accepted in the form of a firm commitment, such as a Bid Bond, Postal Money Order, Certified Check, Cashier's Check or Irrevocable Letter of Credit. If Individual Sureties execute the Bid Bond, they shall be two or more responsible persons. A complete Affidavit of Individual Surety (Standard Form P & P AIS-1-73) shall accompany the bond. Corporations executing the bond must be duly licensed to do business in the Territory of the Virgin Islands. Following award of contract, the successful bidder shall execute the construction contract, and shall provide performance and payment bonds, each in an amount not less than one hundred percent (100%) of the contract value. Pre-Bid Conference Pre-Bid Conference will be held on March 30, 2000 at 10:00 a.m. at the Department of Property and Procurement conference room. Written questions during the bid period shall be submitted in writing to the Department of Property and Procurement.
