This acquisition is for Simplified Acquisition of Base Engineering Requirements (SABER) This includes a broad range of maintenance, repair, and minor construction work on real property at Malmstrom Air Force Base, Montana and its associated sites within 150 miles radius of the base. The work is required in support of 341 Civil Engineering Squadron (CES), Base Civil Engineer (BCE) activities. During the contract period, the BCE will identify construction tasks required to complete each specific job and Operational Contracting will negotiate and issue individual delivery orders to the contractor to complete those jobs. The contractor will be required to maintain a management office near Malmstrom Air Force Base in order to receive delivery orders and provide other management services related to accomplishing deliveryorders. Past contracts have been indefinite delivery-indefinite quantity type contracts. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades, including but not limited to carpentry, road repair, roofing, excavating, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The guaranteed contract minimum for this contract is $150,000 for each contract period (basic plus four option years), and the proposed maximum is $15,000,000 (basic plus four option years). The average value of SABER delivery orders under the current SABER contract was $57,000 with a range from $2,000 to $300,000. The Government anticipates significant subcontracting activity under the SABER contracts. Suggestions are solicited for types of contracts and incentives (methods/criteria) used by industry.
