Background "17. The Common Avionics Directorate of the Subsystems
System Program Office intends to modify one of the existing contracts,
F33657-99-C-2040 (Honeywell GNO, Clearwater, FL) or F33657-99-C-2039
(Litton G&CS, Woodland Hills, CA), to continue the acquisition of the
nondevelopmental item (NDI) Embedded Global Positioning System/Inertial
Navigation System (GPS/INS), also called EGI, for the Navy's Landing
Craft / Air Cushioned (LCAC) Service Life Extension Program (SLEP). The
Government will request Engineering Change Proposals from the two
aforementioned contractors and conduct a competitive down-select
evaluation in accordance with the approved EGI Single Acquisition
Management Plan. These basic contracts for this tri-service program
include NDI EGI integration units, missionization (modification) of
software and hardware for platform-specific interfaces,
integration/flight test support, and data. The contemplated contract
modification will require up to 80 production EGIs with LCAC
missionization, plus warranty, training, contractor logistics support,
spares, and data. The contract modification will not extend the period
of performance for the basic contract. An Ombudsman has been
established for this acquisition. The purpose of the Ombudsman is to
receive and communicate serious concerns relative to this effort. The
Ombudsman does not diminish the authority of the Program Director or of
the Contracting Officer, but communicates the concerns, issues,
disagreements, and recommendations of their sources to the appropriate
Government personnel. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. When requested, the Ombudsman
will maintain strict confidentiality as to the identity of his/her
