The National Data Buoy Center, Stennis Space Center, MS has a requirement for a contractor to funish and deliver syntactic foam mooring floats. The requirement is for a first article for testing and upon approval, for a base quantity of thirteen(13). It also calls for an option quantity of up to nine(9). The specifications for the syntactic mooring float are as follows: MATERIAL: The float shall be constructed of syntactic foam. SIZE: The float shall not exceed 24-inches in diameter(if cylinder or sphere) or 24-inches in width or height(if rectangular or square). The float shall not weigh more than 160 pounds dry. PERFORMANCE: The float shall provide a minimum of 110 pounds of net positive buoyancy at a depth of 2,500 meters. CONSTRUCTION: The float shall consist of two split halves and have a center core sized for 1-1/8" nylon 8-strand rope. The two halves shall be bonded using 316 SST hardware with locknuts to prevent loosening of the bond. The bond created must be sufficient to prevent slippage of the 1-1/8" nylon 8-strand rope under a load of 2,000 pounds. FINISH: The outer surface of the float shall be coated with marine grade paint(yellow or orange) and shall not have any sharp edges. TESTING: Documentation of testing of the float shall be provided which clearly demonstrates the performance and construction requirements for the float. DELIVERY: The first article float shall be delivered within 30 days after receipt of the purchase order along with the testing documentation. NDBC shall test the first article within 30 days of receipt and provide a letter of acceptance or rejection. The base quantity shall be delivered within 45 days after the first article has been accepted and approval to proceed has been granted by the contracting officer. The option quantities shall be delivered within 45 days upon notification by the contracting officer. Requests for the solicitation package must be made by fax or e-mail.
