Warfare Center, Carderock Division, has a requirement to obtain an
advanced liquid waste incinerator for installation aboard small U.S.
Navy combatant ships. The contract type will be Firm Fixed Price. There
will be a base requirement for one (1) liquid waste incinerator system,
and an optional requirement for one (1) additional incinerator system.
It is anticipated that the solicitation will be released on or about
22 March 2000 with the receipt of proposals due 30 days thereafter. The
Naval Surface Warfare Center, Carderock Division has a requirement to
obtain an advanced liquid waste incinerator for installation aboard
small U.S. Navy combatant ships. This incinerator system shall consist
of commercial off-the-shelf (COTS) equipment that shall meet the
technical and operational needs of the U.S. Navy or be modified to do
so. The liquid wastes generated by a small surface combatant are
comprised of oily and non-oily wastewaters. The quantities of shipboard
liquid waste anticipatedon a daily basis are 230 gallons/day (gpd) of
vacuum collected sewage, 100 gpd concentrated graywater, 3-6 gpd oily
wastewater concentrate and 10-15 gpd waste oil. The waste feed rate
will range from 0-40 gallons per hour. The incinerator system shall be
capable of vaporizing and completely burning any single target waste
and any mixture of waste streams. The emissions requirements are
maximum average CO in flue gas of 200 mg/MJ and a soot number equal to
or less than Bacharach 3 or Ringleman 1. The system may be Navy fuel
oil fired and/or powered by electricity. The incinerator system shall
include all equipment, controls, structure and special tools associated
with processing the liquid waste stream generated by small U.S. Navy
ships. This processing shall include the pretreatment, feeding,
conbustion, ash removal and exhaust treatment that the incinerator
employs to meet the specification. All operation and maintenance shall
be performed in a shipboard space 12-ft x 14.5 ft x 6.5-ft. The system
weight excluding gas treatment shall be less than 10,000lb. Shipboard
integration efforts to implement the incinerator system aboard ship,
including waste staging/buffering, ash storage, service connections and
exhaust ducting are not part of this effort. The system will undergo
laboratory and shipboard testing to verify the system's suitability for
shipboard use. It is a goal that the incinerator be an assembly of
modular components for installation and a requirement that maintenance
and replacement parts can be carried through ship hatches and
passageways without major impacts to ship architecture or loss of
habitable space. All responsive and responsible sources may submit a
proposal, which will be considered. This requirement is advertised as
unrestricted. All potential offerors submitting requests for this
solicitation shall indicate their current size status; small
disadvantaged, small, large, 8(a), or hbcu, etc. This requirement is
listed under SIC Code 4953 which establishes the small business size
standard as $6.0 Million. All requests for this solicitation must be in

that the solicitation will be released on or about 22 March 2000, with
the receipt of proposals, due 30 days thereafter. The solicitation

issuance of the solicitation. It is, therefore, the responsibility of
