synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Solicitation No. 00Q047 is issued as
a Request for Quotations (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular No. 97-15. This action is a 100% small business
set-aside. The SIC code is 5065 and the size standard is 500 employees.
The U.S. Secret Service has a requirement for a thermal imaging camera
and accessories as specified herein- no equipment substitutions are
accepted. Items are as follows: Three (3) each sets of Bullard Thermal
Imagers with each set consisting of a Thermal Imager,
transmitter/receiver, 2 nickel metal hydride batteries, neck strap,
pelican case and charger with 12V and 110V plugs. The items listed
herein are the standard accessories which come with the Bullard Thermal
Imager. There is no part number -- the manufacturer does not provide a
part number for this item. (Note: This is not, repeat, not, the
Bullard MX Microbolometer also shown on Bullard's Website). Delivery
within 30 days ARO to U.S. Secret Service, Technical Security Division

following Federal Acquisition Regulation (FAR) Clauses are applicable:
52.212-1, Instructions to Offerors-Commercial Items (Nov 1999);
52.212-3 Offeror Representations and Certifications-Commercial Items
(Oct 1999); 52.212-4, Contract Terms and Conditions-Commercial Items
((May 1999); and 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items (May
1000)(additional clauses cited in 52.212-5 that apply to this
acquisition are: 11,12,13,14,15, 16 and 23 Fill-in for item 23: The
Government will make any and all payments via electronic funds transfer
through the Automated Clearing House (ACH) Payment System). EVALUATION
PROCEDURES: Quoters shall provide points of contact by name, telephone
number, and organization with whom you have had contracts within the
last eighteen months. If the company has not been in existence for
eighteen months, provide resume information on corporate staff. This
past performance information shall be graded as acceptable,
unacceptable or neutral. Award shall be made to the lowest priced,
responsible quoter with acceptable past performance whose offer
conforms to the terms of the solicitation as stated herein. The
apparently successful quoter will be contacted and required to provide
a signed copy of the Representations and Certifications (FAR 52.212-3)
and Veterans Reporting Requirements. Quotes shall be addressed to the

Washington, DC 20001, Attn: George Robertson. Facsimile proposals are
acceptable and may be sent to 202-406-6801. Quoters are cautionedthat
facimile quotations will be reviewed for timeliness based on the time
the fax prints out at the U.S. Secret Service Procurement Division;
early facsimile transmission of a complete proposal well in advance of
