This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI -PS-2000-581, and is d as an request for quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 97-15. The Standard Industrial Classification (SIC) Code is 3826 and the Size Standard is 500 employees is used for this requirement. There are no small business set-aside restrictions for this requirement. The National Heart, Lung and Blood Institute intends to purchase a Gatan, Inc. brand name or equivalent Multi-Scan CCD Camera, and components. The following Gatan, Inc. systems components are to be purchased are: one (1) each of Product # 79110BY2, Wide angle Multi-Scan and digitizing electronics with 1024 x 1024 Pixels, one (1) each of Product #67302105, 673-791 Compatibility interface kit, one (1) each of Product #799.00001, DMA acquisition hardware for PCIBUS, one (1) each of Product #700.00V34, Digital Micrograph software, one (1) each Product #711.M/C, Computer system (PC model) and manufactured performed installation and operator training. The CCD camera with computer and software are to be attached to an Government owned JEM 1200 EXII transmission electron microscope (TEM). The required CCD camera must have high sensitivity and signal to noise ratio for the examination of sensitive specimens combined with a wide field of view for quantitation of organelles and for training and collaboration. The Gatan, Inc. model 791 camera is side mounted, thus offering a wide field of view which is fiber optic coupling to maximize signal acquisition and water cooling to increase signal to noise ratio. The Government's desired delivery schedule is 90 days after contract award to the National Heart, Lung, and Blood Institute, Building 36, Room 1C06, Bethesda, Maryland. The F.O.B. Point is Origin. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The specific evaluation criteria is compatibility to the specifications of the Gatan, Inc.'s model 791 wide angle multi-scan CCD camera system. The quoter must submit descriptive literature of the product quoted, and itemized price list. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. Award will be made to the lowest price, technically acceptable offeror meeting the Government's specifications.
