Background "Wright-Patterson Air Force Base OH is contemplating the purchase of 1 EA complete system for vibration/shock tests consisting of: shaker/power amp able to perform all acceptance tests defined by user; 24"" x 24"" head expander(or head plate) with 2"" grid of mounting holes; shaker controller (able to handle all acceptance tests defined by user); interconnecting cables, hoses, etc, acceptance test at supplier's factory; start-up assistance and operator training; applications training (must be taught by a qualified expert); and final acceptance test at customer's facility, in accordance with the Government furnished specifications, which will be available for review and download at http://www.pixs.wpafb.af.mil. Electronic procedures shall be used for the solicitation. The Solicitation date 16 Feb 00. The Closing date is 10 Mar 00. This requirement is a small business set-aside. Hardcopies of the solicitation will not be provided. You may, however, download and print the file from the WWW. A registration page will be attached to the website. You are not required to register, however, if you choose to, you will receive notice of any amendments and/or addendums that may be issued to the solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F3360199T0270, is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. This RFP has One line item: Item 0001, Vibration/Shock Test System, See Technical Requirements below: Technical Requirements For A Vibration/Shock Test System Overview 1.Supplier must quote a complete system for vibration/shock tests consisting of: A. shaker/power amp able to perform all acceptance testes defined herein B. 24"" x 24"" head expander (or head plate) with a 2"" grid of mounting holes C. shaker controller (able to handle all of the acceptance tests defined herein) D. interconnecting cables, hoses, etc. E. acceptance test at supplier's factory F. start-up assistance and operator training G. applications training (must be taught by a qualified expert) H. final acceptance test at Wright Patt 2. Many different specs and many different payloads are involved so the approach defined herein is to specify a multi-purpose, high performance, broad frequency range system which can handle anything that comes up in the foreseeable future. A. Acceptance Tests For Shaker/Power Amplifier (using Shaker Controller defined in item C) (note: vendor shall supply all required payloads during the acceptance tests). 1. Shaker must have a full, usable 2-inch stroke for continuous duty sine tests. This will be verified by attaching a payload of at least 40 pounds and a full 2 inches of stroke at 7 Hz for at least 10 minutes without a failure or shutdown. 2. The shaker and power amplifier (shaker/amp) must do a continuous swept sine test with a 20 pound pure mass payload. From 2 Hz to 3000 Hz the test level shall be 83 g peak (or more) except as limited by 55 IPS(Peak) of velocity (or more), and 1 inch of stroke (or more). Test shall be performed at a maximum sweep rate of 1 oct/min for at least 10 minutes 3. The shaker/amp must do a continuous swept sine test from 2 Hz to 2000 Hz with a 200 pound pure mass payload that vibrates at 20 g peak (or more) except as limited by 55 IPS of velocity (or more), and 1 inch of stroke (or more). Test shall be performed at a maximum sweep rate of 1 oct/min for at least 10 minutes. 4. The shaker/amp must perform a random vibration test with a 40 pound pure mass payload having a PSD level that is flat from 20 Hz to 3000 Hz with an overall level of 40 g RMS (or more). There shall be at least 3 sigma peaks in the acceleration response measured by the control accelerometer. The test duration shall be at least 10 minutes. 5. The shaker/amp must perform a ""flat PSD"" random vibration test having a bandwidth of 20 Hz -- 2000 Hz with a 200 pound pure mass payload with an overall level of at least 16 g RMS. The test duration shall be at least 10 minutes. 6. The shaker/amp must perform a ""flat PSD"" random vibration test having a bandwidth of 20 -- 2000 Hz with a 110 pound payload attached to the 24"" x 24"" square mounting surface (see item 2-B). The overall level shall be at least 14 g RMS. The test duration shall be at least 10 minutes. 7. The shaker/amp must produce a 100 g (or more) Terminal Peak Sawtooth shock pulse with a 4msec (or more) duration on a 40 pound pure mass payload. It is required to do 30 such pulses in less than 10 minutes. 8. The shaker/amp must produce a 30 g (or more) Half Sine shock pulse with an 11msec (or more) duration on a 200 pound pure mass payload. It is required to do 30 such pulses in less than 10 minutes. 9. The diaphragming resonance of the shaker's movingelement shall be above 3000 Hz so that items mounted at different points on the moving element will not be subjected to significantly different vibration levels. The fundamental axial resonance of the shaker's moving element shall be above 2500 Hz to ensure that the system has excellent frequency response at high frequencies (it is required to run good tests up to 3,000 Hz and the system must be ""usable"" to 4,000 Hz). 10. The shaker shall be direct coupled to the power amp to ensure good low frequency response (the shaker/amplifier system must be usable down to 2 Hz). B. Technical Requirements for Head Expander/Head Plate 1. A Head Plate (i.e. a simple adapter plate) is acceptable for shakers with a large armature if (and only if) the Armature/Head Plate assembly meets all requirements in this document. 2. Must have at least a 24"" x 24"" mounting surface. If the mounting surface is square then the corners can be truncated by as much as 2 inches. If the mounting surface is round, then its diameter shall beat least 30 inches. 3. The Head Expander/Head Plate must have stainless steel inserts of a size that matches those in the shaker's moving element. The pattern of the inserts must be a 4"" grid (offset 2"" from center). 4. The Head Expander/Head Plate must have its first troublesome resonance (typically the diaphragming mode) above 2200 Hz when attached to the shaker's armature. C. Technical Requirements for the Shaker Controller 1. Ability to control all defined acceptance tests for the total system. 2. PC-based (Pentium III -- 450mHz or higher) with intuitive, commercially available Graphical User Interface (GUI). Software shall run under Windows 98. 3. Must be a complete system including PC (with at least 128 megs of RAM, at least 12 GB hard disk, and 3.5""/1.44 MB floppy drive), ADC/DAC boards, software, and mouse, etc. 4. Software packages/capabilities required are: a. RANDOM vibration control (with at least 400 user selectable max frequencies up to at least 4 kHz and at least 1600 spectral lines for optimal control) b. SINE vibration control (with a usable range of 2 Hz to 4 kHz) c. Classical SHOCK control (wave shapes to include at least:half-sine, terminal peak sawtooth and rectangular) d. Time History control of at least 40,000 time/amplitude pairs, sampled at up to 10,000 samples per second (or more). We must be able to do very high frequency transients. e. Resonant Search and Phase Dwell (for fatigue tests) f. Sine-On-Random (for helicopter simulations) 5. Must have at least 8 input channels (with 16 bit ADC). All input channels must be simultaneous sample and hold -- i.e. no multiplexing. 6. Must also have a 16 bit DAC. 7. The color monitor must be at least 17"" with very high resolution (at least 1280 x 1024). 8. The computer shall be housed in a ""Tower"" Configuration and there must be at least 3 empty full-length slots in the ready-to-control system. 9. We will use an existing printer so the system must use standard Windows printer drivers so that we can use dot matrix, ink jet, and laser printers 10. Must include at least 4 (four) accelerometer sub-systems (two general purpose accelerometers (weighting less than 10 grams and having at least 20 mv/g), and two miniature accelerometers (weighting less than 2.5 grams and having at least 10 mv/g). Each accelerometer must be usable in the 2 -- 4,000 Hz range and must have at least a 10' cable and an appropriate signal conditioner having gains of at least x1, x10, and x100). Controller must accommodate any accelerometer sensitivity between 1 mv/g and 1,000 mv/g. D. Interconnecting Cables, Hoses, Etc. 1. The vendor shall supply all interconnecting items needed between the shaker, amplifier, controller, accelerometers, slip table, etc. E. Acceptance Test at Supplier's Factory 1. A comprehensive test of the requirements contained herein will be run at the vendor's factory. This will be observed by buyer's representative. Satisfactory acceptance will be required before the system can be shipped. Cost for these activities shall be included in the quotation. F. Start-Up Assistance and Operator Training 1. Customer's personnel will be responsible for placing equipment, hooking up all utilities, and installing all existing interconnecting cables. The supplier will provide installation drawings and instructions. The supplier will provide a field service representative to check out the installation, turn on and commission the system, do a performance demonstration and give a brief orientation on operation and maintenance. G. Applications Training 1. Besides the previously defined start-up assistance, it is required to have one full day of advanced training by an acknowledged expert in vibration/shock applications (i.e. not just how to run the equipment -- the users must learn how to run good tests!). Costs for these activities and the resume' of the expert shall be included in the quotation. H. Final Acceptance at Customer's Facility 1. The purchase order amount will be paid once the entire vibration/shock system has been verified in our facility to perform all of the tests in this document.
