COMMERCE BUSINESS DAILY ISSUE OF MARCH 9,2000 PSA#2553Commanding Officer, Marine Corps Tactical Systems Support Activity,
Attn: Contracts Office, PO Box 555171, Camp Pendleton, CA 92055-5171 70 -- DESIGNING AND DEVELOPING AN SYSTEMS INTEGRATION ENVIRONMENT POC
Susan Humann, 760/725-2478/Contracting Officer, Tim Warren,
760/725-9194 MARKET RESEARCH The Marine Corps Tactical Systems Support
Activity (MCTSSA) is tasked with designing and developing an Systems
Integration Environment (SIE) Operations Center within the MCTSSA SIE.
The Systems Integration Environment is a distributed test environment
linking up to 8 separate test facilities aboard MCTSSA. Based on a
Marine Expeditionary Force (MEF)-level Marine Air-Ground Task Force
(MAGTF) architecture, the SIE will consist of the systems, echelons,
agencies and connectivity resident within the Marine Corps Operating
Forces. Integration and interoperability testing of tactical systems in
the SIE will be a primary activity in the future. To support testing in
a distributed environment, a robust support Local Area Network (LAN)
("out of band" LAN) will be established which will be parallel to, and
separate from, the "in-band" LAN that interconnects the systems under
test. The focal point of the distributed management of testing in the
SIE will be the SIE Operations Center. Using theout-of-band LAN, the
SIE Operations Center will be used to coordinate tests with local test
directors at MCTSSA and between facilities at MCTSSA and external
agencies. The purpose of the SIE Operations Center will be the
management of all tests within the SIE. Inherent in this will be the
need for collaboration tools to coordinate with local test directors
within the SIE. Specifically, a turnkey solution is requested for: --
Face-to-face video teleconferencing (with headsets) between 8 sites. --
The ability to remotely share and simultaneously collaborate on
documentation. -- Large-screen displays in the Operations Center (3' X
8' desired, quantity 4). -- Electronically enabled conference table
with executive-style chairs (10). -- Integrated lectern and ceiling
mounted briefing projector for presentations on Large Screen Displays
(LSDs). The design and development of the SIE Operations Center shall
be presented as a phased approach concept. We are interested in having
industry use off-the-shelf components to design and build the
Operations Center and associated equipment. In addition, we are looking
for operator and systems admin training when the installation is
complete. We are looking for creative and innovative methods being used
in commercial practices. Firms should state their business size,
include literature, brochures, and capabilities summaries pertaining to
the aforementioned needs. All firms believing that they possess the
expertise to satisfy the requirements are invited to submit an
affirmative response to this notice. All such responses will be
evaluated to ascertain the capabilities of firms that are able to meet
the entire scope of the requirement. The following key information is
requested: 1. Description, of product, and/or services that will be
provided. 2. Historical information, of similar product, and /or
services provided. Interested firms are requested to response by 7
April 2000, and to include a point of contact. Interested sources
