The Volpe National Transportation Systems Center intends to procure a sole source, through Simplified Acquisition Procedures, from Acoustical Analysis Associates Incorporated (AAAI), to provide technical assistance for processing proprietary aircraft noise and performance data. The Contractor will be required to process proprietary acoustic and performance data and develop procedures for said processes. Small Business Firms classified under Sic Code 8731 must demonstrate in writing that their company can (1) derive highly specialized acoustic data (performance and Noise-Power-Distance) for the Canada Air Regional Jet, Saab 2000 and Cessna 525 aircraft, in order to expand the Integrated Noise Model s database, and (2) develop detailed procedures that will enable the generation of consiste nt data sets for additional aircraft in the future. Small business firms will be required to submit a maximum of four, but not less than two pages of documentation in support of the above prior to receiving a Request for Quotation (RFQ). This proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement.
