The Space and Naval Warfare Systems Center, San Diego, (SPAWARSYSCEN,
San Diego) in support of the Office of National Drug Control Policy
(ONDCP) Counterdrug Technology Assessment Center (CTAC) is soliciting
white papers and proposals for innovative research and development
projects related to the reduction of the demand for illicit drugs and
other substances of abuse. The intent of this BAA is to identify
research and scientific approaches and technologies that enhance our
National capabilities to meet the strategic Demand Reduction goals of
ONDCP. These initiatives will complement those of the National
Institute on Drug Abuse (NIDA), Department of Health & Human Services
in prevention and treatment research, and the development of
state-of-the-art medical research instrumentation and equipment. AREAS
OF INTEREST: This BAA focuses on initiatives associated with Demand
Reduction and Support projects that would contribute to sound science
and the development of technological solutions and applications for
state-of-the-art medical research systems, methods, and protocols,
supporting drug abuse prevention and treatment research, enhancement of
our understanding of the effects of drugs on the body, techniques for
assessing and monitoring drug addiction and abuse severity, and
techniques for treatment/client matching. SPAWARSYSCEN, San Diego, in
collaboration with ONDCP and NIDA are committed to improving the
investigative tools available for research scientists and engineers to
explore and understand the underlying causes of substance abuse,
dependence, and addiction. Sophisticated imaging and chemical assay
technologies and related studies are needed to effectively pursue the
challenge of reducing the demand for illicit drugs through applied
psychology, pharmacology, neurology, biology, and clinical treatments.
Prime areas of interest are: -Magnetic resonance spectroscopy,
perfusion, structural and functional magnetic resonance imaging, single
photon emission computer tomography, positron emission tomography,
computed axial tomography, electro-encephalographic-based evoked
potential, and chemical assay systems to study the drug or
craving-induced metabolic and chemical processes, map brain reward
circuitry, assess metrics associated with behavior, measure blood
volume and flow associated with drug metabolism, analyze interactions
with potential therapeutic medicines, ligand development, and study of
localized active areas of the brain as a function of various stimuli.
-Specialized scientific studies and technologies that would contribute
to the foundation for key research areas such as: peripheral blockers;
circulating drug interceptors; substitute medications and partial
agonists for addiction; blocking drug effects by regulating uptake of
neurotransmitters; curtailment of drug-induced adaptive behavior such
as compulsive self-administration; pharmacological phenomena and
neurochemical effects relating to sensitization and tolerance;
specialized medicine delivery systems, cue induced craving;
significance ofvarious rewards; and the study of the effects and degree
of genetic contributions to drug use. -Innovative clinical methodology
and treatment studies and protocols for prevention and dealing with
overdoses, withdrawal, and medium to long term maintenance. -Social and
epidemiology-related analysis to compile and analyze data from selected
nation-wide locations, juvenile diversionary programs, and other
research resources for transmission to research and policy agencies at
all levels in the government, treatment providers, and researchers in
the addiction field. -Systems, methods, modalities and protocols that
will assist understanding and detecting the use of
performance-enhancing drugs such as anabolic and androgenic steroids by
athletes competing locally, nationally, and internationally. -Methods
and studies to improve the detection and measurement of illicit or
banned substances in body fluids, techniques for assessing and
monitoring drug addiction or abuse severity, and techniques for
treatment/client matching. SYNOPSIS (White Papers)/PROPOSALS: To save
preparation costs and other resources, Offerors are strongly encouraged
to submit an initial synopsis (commonly referred to as a "white paper")
not to exceed 10 pages with technical description of the effort, a
preliminary schedule, identification of risks, and a rough cost
estimate. Offerors must submit seven (7) copies of all synopsis/white
papers and must clearly reference this BAA number. The synopsis will be
evaluated, and the Offeror notified as to possible interest by the
Government. The Government reserves the right to request a proposal
from any, all, part of, or none of the white papers. Upon favorable
notification the Offeror will be invited to submit a full proposal
within 45 days. Such notification will confirm that the offeror's white
paper addresses areas of interest, will add relevance to mission
requirements and the offeror has a reasonable chance for a competitive
award based on subsequent evaluation of the offeror's full proposal.
There willbe no debriefing of non-selected white papers. Offerors
submitting full proposals should obtain a Proposer's Information
Pamphlet (PIP) entitled "BAA 00-X-6004 Research and Development in Drug
Demand Reduction and Support". This document provides further
information on the submission and proposal formats. This pamphlet may
be obtained from web site, e-commerce.spawar.navy.mil, under Business
Opportunities for SPAWARSYSCEN, San Diego, referenced to this BAA
number. If the Proposer does not have a means to access the web site,
the pamphlet can be obtained by fax, electronic mail, or mail request
to the administrative contact address given below. Proposals not
meeting the format described in the pamphlet may not be reviewed. BAA
MILESTONES: White papers may be submitted at any time prior to the
closing date of 30 March 2001 and should be unclassified. White papers
received in the first 90 calendar days after this BAA's publication
date will be assessed as the first group; white papers received in the
following four months will be assessed as the second group; white
papers received after that will be assessed on the basis of funds
availability. EVALUATION CRITERIA/PROCEDURE White papers and proposals
will be selected through a formal procedure encompassing an
academia/technical/scientific and counterdrug decision review process.
All selected proposals may not be funded due to budgetary or program
constraints. Offerors are advised that white papers and full proposals
my be evaluated by personnel employed by a Federal Research &
Development Center, each of whom will have signed both a non-disclosure
agreement and an organizational conflict of interest statement. Both
white papers and invited proposals will be evaluated with respect to
the following criteria in descending order of importance: (1) Overall
scientific and technical merit;-feasibility of proposed project;
awareness of challenges;-awareness of past and on-going research and
related applications worldwide;-potential for advancement of scientific
understanding of the problem;-degree of creativity and innovation. (2)
Potential contribution, relevance, and impact on the National Drug
Control Policy's Goals and Objectives, as they relate to Demand
Reduction. The ONDCP Goals and Objectives are posted on the ONDCP web
site, www.whitehousedrugpolicy.gov; -understanding the importance of
the problem;-significant understanding of the scientific basis and
advance technology applications.-encouragement and promotion of
opportunities for professional graduates to select careers related to
research in drug substance abuse. (3) Capabilities and experience
(including subcontractors)-qualifications and experience of the
research/project team;-relevance of published peer-reviewed journal
articles;-sound management plan and experience;-plans for a sound
transition to meet ONDCP goals. (4) Cost and schedule realism
(Proposals Only)-costs relative to perceived benefits;-project's plans
and schedule; -appropriate budgets, levels of efforts with reasonable
description of details;OFFEROR INFORMATION: Numerous awards may result
from the BAA. The number of proposals funded will depend upon the
quality and merit of the proposals received and available funding.
There will be no formal Request for Proposals or other solicitation
with regard to the BAA, nor does the issuance of the BAA obligate the
Government to fund any subsequently invited proposals, nor pay any
proposal preparation costs. All interested parties are invited to
respond notwithstanding whether a synopsis was first submitted or a
submission lead to a favorable invitation for a full proposal. All
responsible parties' responses will be considered. Although no portion
of this announcement is set aside for historically black colleges and
universities (HBCU's) or minority institutions (MI's) participation,
proposals are invited from all sources. The administrative address for
