Support Center, Huntsville intends to award a sole source Indefinite
Delivery, Indefinite Quantity (IDIQ) contract for Parametric Model
Development Support services to Talisman Partners Limited Corporation,
Englewood, Colorado. The contract will be for a base year with 4
option years. There is no other known source for this service. Offeror
shall provide services to develop parametric models for building
construction, remedial action cleanup, and site work construction. The
models must be in the correct required format and consistent in
structure with other models developed to be used with/by the Parametric
Automated Cost Engineering System (PACES) and Remedial Action Cost
Engineering Requirements (RACER) software applications. The successful
offeror shall have the functional/technical knowledge of developing
parametric construction models, programming software logic for, and
usage of, the PACES software, cost engineering for Military; Hazardous,
Toxic and Radioactive Waste;and Civil Works projects and instruction
expertise on the PACES software. The offeror must have at least 10
years experience in construction model development and have rights to
use the PACES modeling methodology. The parametric approach differs
from traditional cost estimating methods by allowing the user to input
a minimum amount of information to create a cost estimate. The PACES
software is an integrated Windows-based budgeting and cost estimating
system that prepares parametric cost estimates for construction
projects. The offeror must also have the knowledge to create the models
in correct structure format that can be usable by the PACES software.
Additionally, the offeror must have at least three years of experience
on providing instruction on the PACES software for the primary purpose
of cost estimating on construction projects. This is not a formal
solicitation. The synopsis of intent to award a sole source is not a
request for proposals/offers. Offerors who can provide the US Army
Engineering and Support Center, Huntsville, with the above services are
invited to submit, in writing, an affirmative response which includes
applicable pricing and any information indicating a bona fide ability
to meet this specific requirement. All responsible sources may respond
to this synopsis, and all such responses will be considered by the
agency. Response should include business size; standard industrial code
for this action is 7379. For purposes of this acquisition, any firm
whose annual average gross revenue for the last 3 fiscal years does not
exceed $18 million is considered a small business. If no written
responses are received within 15 calendar days, a sole source
