NASA/GSFC plans to issue a Request for Proposal (RFP) for Mission
Assurance services. However, offerors should note that this is a Draft
RFP (DRFP) for industry comment. This draft solicitation package is
for information and planning purposes only. No proposal is requested
and no contract will be awarded as a result of this DRFP. Industry
questions/comments on the draft solicitation package are due no later
than 3:00 pm on March 21, 2000. Questions/comments are to be e-mailed
to Mr. James M. Debelius, Contracting Officer. The Mission Assurance
contract is required to provide Quality Assurance and Engineering
services. These services shall include Mission Assurance Engineering
Services; Software Assurance Technology Center (SATC) Services; System
Safety Services; Reliability Services; Continuous Risk Management
(CRM) Services; and Information Technology Development, Maintenance,
and Data Entry Services for GSFC's Code 300. The technical, flight and
safety aspects of all GSFC's flight projects, includingspacecraft,
launch vehicle, operational ground systems, and scientific instruments,
must be reviewed before, during and after launches. The Office of
Systems Safety and Mission Assurance, Code 300, conducts those reviews
and provides independent technical support, including risk assessment
and guidance to all flight programs. The provisions and clauses in the
RFP are those in effect through FAC 97-14. This procurement is a total
small business set-aside. See Note 1. The SIC Code and Size Standard
are 8731 and 1,000 employees, respectively. The resulting mission
contract will be a performance-based, cost-plus-award-fee (CPAF)
contract. The DPAS rating for this procurement is DO-C9. The
anticipated release date of RFP5-02035-502 is on or about April 17,
2000 with an anticipated proposal due date of on or about May 26, 2000.
All qualified responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The Internet site, or URL,

Prospective offerors shall notify this office of their intent to submit
