The Albuquerque Operations Office will issue a solicitation for full and open competition to provide the management, operation, maintenance, logistic support, technical, administrative, and such other services as may be necessary to accomplish the efficient operation of the Nonproliferation and National Security Institute (NNSI) in Albuquerque, NM and other nonproliferation and national security activities in Washington, DC and outside the US as may be required. To provide these services, the contractor shall place sufficient staff in Albuquerque, NM, Washington, DC, and other locations to which program offices may move their activities. When government furnished facilities are not available, the contractor shall provide supplementary facilities in locations as directed. The contractor shall support programs for protecting facilities and information, and safeguarding nuclear materials; programs for international safeguards, arms control, treaty verification, and nonproliferation; programs for emergencymanagement preparedness plans and procedures, occurrence notification and reporting system, effective "lessons learned" capture and dissemination, emergency operations centers, emergency communications network, multi-agency exercises/training scenarios and emergency response capabilities for local, regional and national missions; and provide technical and administrative support to assist the Office of Safeguards and Security (OSS) Accelerated Access Authorization Program, including the sole authority for polygraphy for DOE. These services are currently being performed by Wackenhut Services, Inc. under Contract No. DE-AC04-93AL97273 which is due to expire 12/31/2000.
