COMMERCE BUSINESS DAILY ISSUE OF MARCH 9,2000 PSA#2553D -- ACQUIRE PERCEPTION MODELING The General Services Administration
intends to issue a contract to Dr. Lawrence Stark, consultant, located
in Berkeley, CA under the authority of FAR 6.302-1 through
solicitation number 9TER-00-PAM-0050. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-15. Only one responsible source and no
other supplies or services will satisfy agency requirements. A
justification for Other than Full and Open Competition has been
prepared in support of this acquisition. This requirement requires
knowledge and extensive technical expertise in: (1) Neurological
control systems (particularly those pertaining to the eye and brain);
(2) Eye movements described by Sanpath phenomenon; (3) Application of
epistemology to experimental metaphysics; (4) Use of string editing
mechanisms to characterize by movements, and (5) Modeling the
perceptive and cognitive features of human observations. The consultant
Dr. Lawrence Stark has existing knowledgeof target acquisition. He also
has experience in collaborating with faculty on research projects and
is familiar with the relevance of this project to DOD/DON military
applications. The client is the Naval Postgraduate School (NPS),
located in Monterey, CA. The proposed contract action is for services
for which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice is not a request for competitive proposals. All
demonstrations of interest/capability/responses received by Monday,
March 13, 2000 at 12:00 p.m., PST will be considered by the government.
A determination by the Government not to compete this proposed contract
based on responses to this notice is solely within the discretion of
the government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
