S -- - NOTICE OF INTENT TO NEGOTIAGE A SOLE SOURCE CONTRACT WITH LABORATORIO NACIONAL DE RESIDUOS. Notice of intent to negotiate a sole source contract with Laboratorio Nacional de Residuos (MAGFOR) for the NOAA HAZMAT Office of Response & Resotoration (OR&R). Purpose of contract is to provide chemical analysis support for NOAA/NOS Hurricane Mitch Reconstruction Project in Nicaragua. Chemical analysis lab must be located in Nicragua and should be a public or non-profit organization to build ongoing capabilities for environmental monitoring to support the ability of local governments to make decisions that minimize exposure to future disasters and promote sustainable use of natural resources. The Ministry of Agriculture lab in Managua (the lab) is the only lab in Managua that has the experience required under this contract. The lab routinely conducts analysis of tissue samples for contaminants and is a public governmental entity, allowing OR&R to further its goal of transferring capabilities to local governments.
