is interested in obtaining quotes to produce the Civilian Enterprise
(CE) Publication Services at Fort Drum, New York. The CE Publication
Services required are: a weekly newspaper entitled, The Fort Drum
Blizzard", a monthly Morale and Welfare Recreation (MWR) activities
guide entitled, "The Fort Drum MWR Preview", and a yearly Post Map &
Guide (PM&G)/Telephone Directory. The anticipated issue date will be on
or about 12 April 2000. The contract term for the above CE Publication
services will be for two years with 2 two-year option periods. The
first Blizzard newspaper is to be delivered O/A June 29, 2000, the
first Preview MWR activities guide is to be delivered O/A August 17,
2000, and the first PM&G/Telephone Directory is to be delivered O/A
September 1, 2000. The contractor shall provide all items necessary to
print and distribute the above CE Publications, published under the
provisions of Army Regulation 360-81 AT NO COST TO THE GOVERNMENT. The
revenue, which the contractor receives from the sale of advertisements
in Fort Drum's CE Publications, shall constitute full payment for
services to the Government. The contractor's desktop publishing, photo
manipulation, and word-processing software shall be compatible with
Adobe PhotoShop 5.0, QuarkXpress 4.0, and MS Office 97. Fort Drum will
select the successful offeror by evaluating the reputation, proven
ability, and proposed level of resourcing to be made available to
improve/enhance the Installation's newspaper's, MWR activities guide's,
and PM&G's, appearance, layout, quality, distribution, and photo
reproduction within the professional standards of the industry. Offeror
must provide evidence of responsibility, performance capability, and
financial stability, to include ability to follow newspaper quidelines.
