F. Smith, (301) 227-5005 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request for Proposal. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. This solicitation
is a 100% small business set-aside under Standard Industrial Code, The
business size standard for this SIC code is not more than $ Million in
annual receipts for the concern, including its affiliates. The
resulting contract will have one line item, CLIN 0001, which will be a
JOB. The requirement description under CLIN 0001 is as follows:
-Vendor will provide one primary interpreter only for each day unless
otherwise requested. -Vendor will provide the same primary interpreter
each day or a comparably qualified alternate, when primary interpreter
is unavailable. -The hours of duty (unless otherwise directed) are for
seven(7) hours between 0730-1730, Tuesday-Thursday weekly through 28
September, 2000. Exact times will be determined based on the NIMA
employee's meeting schedule for that day. -Duty station will be
NIMA-Bethesda (4600 Sangamore Road, Bethesda, Maryland 20816, Roberdeau
Hall, #232-L) -Contractor (primary or alternate) shall be Top Secret
Cleared with SCI eligibility. -- When Federal government is closed due
to inclement weather, Contractor interpreter does not report and
Vendor does not get paid. -- Some local travel may be required.
Transportation and/or travel expenses for local travel will be the
responsibility of the Contractor or Vendor. Other duty stations may
include (but are not limited to) Reston, Va.; Merrifield, Va.;
SouthEast, DC; Fort Belvoir, Va.; Westfields, Va.; Langley, Va. -If
Vendor's service requires travel out of town, NIMA will reimburse/pay
for Contractor travel per Joint Federal Travel Regulations (JFTR). -The
primary and alternate interpreters must be RID certified. -Contractor
will report to NIMA as scheduled to assist with Human Resources' (HR's)
ad hoc interpreter requirements when the NIMA employee is scheduled
TDY, AL, SL. HR's Sign Language Interpreter program manager may dismiss
the contractor early if no HR interpreting requirements are scheduled.
If the contractor is dismissed with less than five full business days'
notice, the Vendor may bill NIMA for that day. If the contractor is
dismissed with less than five full business days' notice, the Vendor
may not bill NIMA for that day. Duties: -Simultaneously interpret or
transliterate from Spoken English to American Sign Language (ASL),
Pidgin Signed English (PSE), or Manually Coded English (MCE) and vice
versa as required with equal facility for daily ad hoc meetings,
training, teleconferences, employee counseling, etc., as needed for
Systems & Technology field employee for NIMA. -Be knowledgeable of and
abide by the Code of Ethical Conduct as promulgated by the Registry of
Interpreters for the Deaf, Inc. (RID). -Possess demonstrated skill
interpreting in technical settings. -Contractor interpreter will remain
at employee's disposal for interpreting during the duty hours.
-Contractor will coordinate his/her schedule with NIMA Employee.
-Additional support may be requested if any meeting, training, etc. is
scheduled to last more than two (2) hours in duration. Contractor will
request and coordinate additional support services first from CIA, then
NIMA-HR (John Cook, (301) 227-3780). HR will request additional
contractor support as necessary (availability not guaranteed).
Qualification Standards: -Primary and Alternate must possess at least
three (3) years continuous interpreting experience. (Written proof
required.) -Primary and Alternate must possess Registry of Interpreters
for the Deaf, Inc. (RID) certification. (Copies required.) Performance
Period: Performanceshall be from contract award date through 28
September 2000. This contract may be terminated earlier at NIMA's
discretion. If NIMA terminates the contract, a five (5) full business
day cancellation policy will be in effect. (Vendor may bill NIMA for
any scheduled day canceled less than five (5) full business days in
advance.) The provisions at FAR 52.212-1, "Instructions to
Offerors-Commercial Items", and FAR 412.212-4, "Contract Terms and
Conditions-Commercial Items", apply to this acquisition. Offerors
should include a completed copy of the provision at 52.212-3, "Offeror
Representations and Certifications-Commercial Items", with its offer.
FAR 52.212-5, "Contract Terms and Conditions-Commercial Items", is
applicable to this acquisition, including the following additional
clauses cited in the clause: 52.212-5; 52.203-6, 52.203-10, and
52.219-8; 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37 and
52.247-64 FAR 52.212-2 "Evaluation-Commercial Items", is also
applicable to this acquisition. Paragraph (a) includes the following
statement: "The resulting contract will be awarded to the responsible
offeror whose total offer is determined to be the most advantageous to
the Government, price and other factors included. The following
factors shall be used to evaluate offers": Technical capability of the
offeror as demonstrated by (1) an oral presentation demonstrating the
offeror's proficiency in signing using American Sign Language; and (2)
past experience as indicated on resumes for the Primary and Alternate
Interpreters. Each resume should include the following information:
name; education; certifications; training; background, employment
history providing the name of each employer; each period of previous
employment and a description of duties responsibilities and title.
Presentations will be scheduled immediately after evaluation of initial
offers and will be limited to 20 minutes per offeror. Oral presentation
must be presented by proposed key personnel, who will be asked to sign.
Overhead slides will notbe permitted. Award will be made to the offeror
submitting the lowest priced, technically acceptable proposal. The
submission of the completed Line Item Format including the proposed
price will constitute the offer, and if the Government accepts this
offer will contractually bind both the Government and the apparent
successful offeror to the terms and conditions of the contract,
including all documents, exhibits, and attachments incorporated by
reference and made a part thereof. Additionally, the resulted contract
will be DO rated under the Defense Priorities and Allocation System.
